Finance and Administration Officer - Phnom Penh, Cambodia

General Function: 

Internews Network is seeking a Finance and Administration Officer candidate for a potential USAID funded program in Cambodia to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology / social innovation lab. The FAO will oversee all financial and administrative activates as well as oversee all the financial specialist and accountant(s).

The goals of this program are to, through investment in social innovation processes,
  1. Empower civil society and citizens with equal access to information and communications,
  2. Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs
  3. Train CSOs how to use media technology for development purposes.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Oversee all financial and administrative activates as well as oversee all the financial specialist and accountants.
  • Prepare monthly financial reports
  • Ensure that expense data is properly submitted, and that all expenses are reasonable and allocable, and conform to cost principles outlined in 22 CFR 226
  • Ensure that proper financial procedures and systems are operated and maintained
  • To ensure that the procurements and any equipment grants is properly ordered, tracked, distributed, and accounted for.
  • monitor, check and verify the financial report from sub recipients including but not limited to the accuracy and completion of its legitimate supporting document, compliance with both internal and funder’s regulation as well as specific provisions in the agreement
  • Co-ordinate and maintain a cash forecasting system to ensure adequate funds are available to meet program requirements
  • Monitor on-going levels of expenditure on individual programs as against budget and provide timely advice of likely over and under spends
  • Prepare budgets, amendments and forecasts working with the CoP and DCoP.
  • Prepare donor financial reports in line with donor reporting requirements
  • Ensure reconciliation between management information and ledger records
  • Ensure that contractual commitments (e.g. for the rental of vehicles and/or premises) are expressed in forms appropriate for the circumstances of the program
  • Manage bank accounts, local transfers and payments, to suppliers/staff through the bank account.
QUALIFICATIONS:
  • Bachelor Degree in Finance and Accounting
  • MBA degree and CPA is highly desirable
  • At least 5 years experience in finance and accounting
  • International project, finance, and contract management experience required, thorough knowledge of USAID contract requirement required.
  • Strong analytical skills, ability to handle multiple tasks efficiently, and familiarity with Internet resources, excel, word, and outlook.
  • Outstanding written and spoken English 
  • Strong knowledge of new media preferred.
