SNV is a not-for-profit international development organisation with long-term, local presence in over 30 of the poorest countries in Asia, Africa and Latin America. SNV works across three sectors: Agriculture, Renewable Energy and Water, Sanitation and Hygiene. Several international donors fund our programmes. SNV has a +100 million euro annual turnover and is aiming for further growth.

Background
SNV has worked in Cambodia since 2005 and currently operates in 17 provinces. In alignment with our Corporate Strategy, SNV Cambodia works in three sectors namely Agriculture, Renewable Energy and Water, Hygiene and Sanitation (WaSH).

In Cambodia, SNV’s interventions in the agriculture sector focus on increasing the agricultural productivity, rural income and food security through a market based approach. We are also building a track record in climate smart agriculture and nutrition-sensitive agriculture. We work on staple food (rice) and small-holder cash crops (cassava and vegetables). SNV supports sector development by working with key stakeholders to improve access to markets, by providing knowledge and skills training, and by promoting gender and social inclusion.

Project Summary
SNV is preparing to bid for an anticipated USAID integrated food security and climate change project. The objectives of the project include reducing poverty and malnutrition by diversifying and increasing food production and income in rural Cambodian households, and developing sound agricultural-focused solutions to poor productivity, postharvest losses, malnutrition, lack of market access, environmental degradation, and the effects of climate change on vulnerable rural populations.

Overview of the Position
SNV seeks a Horticulture Expert who will lead the project team in all horticultural affairs, plan and coordinate regional horticultural pilots on production and market integration, and organize ToT (training-of-trainers) for extension field staff. The Horticulture Expert will report to the Chief of Party and serve as part of the senior management team. The Horticulture Expert will liaise with partners and other stakeholders including national and local government agencies, and provide technical direction in all horticultural aspects of the project. He/She will supervise horticulture project staff, and may also be called upon to fulfill project management duties during the Chief of Party’s absence.

Requirements
  • A minimum of 7 years' experience in implementing projects in the South-East Asian horticulture sector including development of smallholder farmers, experience in nutrition is an advantage;
  • Master’s Degree or higher in agronomy with specialisation in tropical horticulture;
  • Experience in developing countries, preferably in Cambodia or South-East Asia;
  • A proven track record in value chain approaches, market-led solutions and government extension services including demonstrated understanding of the private sector and private sector markets;
  • Proven experience in project management: advising and coaching with demonstrated ability to work collaboratively with staff and partners in a cross-cultural environment and a strong track record in meeting deliverables and deadlines;
  • Demonstrated ability to work collaboratively with other implementers and teams carrying out USAID and other donor-funded programs, including activities in different sectors such as agriculture, rural development, agri-business, policy development, energy, environment, and democracy/governance;
  • Excellent oral and written communication abilities and effective presentation skills;
  • Hands-on, results orientated, self-driven and able to manage own work;
  • Excellent analytical skills and the ability to work in a challenging and dynamic context.

Contract Duration: 2 years with possibility of extension
