Description
CARE Mozambique seeks a WASH Advisor for a multi-year project in Mozambique’s Nampula and Zambezia provinces. The project, Strengthening Agribusinesses and Fostering Rural Alimentation (SAFRA), will improve the nutritional status of pregnant and lactating women and children under five years of age through an integrated WASH and nutrition intervention focused on change in hygiene behaviors and increased access to water services and sanitation. The position, based in Nampula, is subject to project award.

SAFRA will favorably impact rural household incomes, increase private sector investment in agribusinesses, increase Mozambican exports, augment job opportunities, and promote better health and nutritional status in rural areas.  Specific focus will be paid to the different roles of men and women, to building the capacity of local partners (including governmental and non-governmental organizations), and to effective use of information and communication technologies (ICTs).  SAFRA will also support both the Government of Mozambique (GOM) and the private sector in implementing the G8's New Alliance for Food Security and Nutrition, as well as the National Nutrition Plan.  SAFRA's ultimate objective is to promote agriculture value chains and food security development, improve nutrition and health status, and reduce poverty.

Direct beneficiaries will include Mozambican small and medium-sized enterprises (SMEs), farmer associations, and cooperatives operating in farming, agro-processing, marketing, and exporting activities. The project will also benefit rural households with better nutrition status and promote healthy behaviors, especially among children and women.

SAFRA has three essential components: 1) Agribusiness Value Chains and Food Security, 2) Increase Agribusiness Competitiveness, and 3) Nutrition, Water, Sanitation and Hygiene.
The successful WASH Advisor will assist households in adopting key hygiene behaviors, including hand-washing and improve households' adoption of multiple-use water services.  In fulfilling these two intermediate goals, the WASH Advisor will consistently promote women's empowerment in water issues, representing women's interests in watershed management at all levels of society.  These efforts will be in support of Component 3C: Improved WASH Behaviors and Services.  Cross-cutting themes, besides gender, include Building Local Capacity and employing Information-Communication Technology tools.

Job responsibilities:
  • Ensure households in select sites adopt behaviors that encourage the management of safe drinking water used for multiple household activities;
  • Closely coordinate Social and Behavior-Change Communication messaging, and target the same population, for both WASH and nutrition messaging;
  • Monitor and report on the uptake of hand washing and safe preparation and storage of foods to determine if greater uptake results in reduction of diarrhea among the under-five population;
  • Engage with the Government of Mozambique, to build the capacity of GRM stakeholders at the national, provincial, and district levels, in support of the WASH sector;
  • Create demand for WASH services and products, build capacity for their correct and consistent use, and support the adoption of good practices related to safe water hygiene and sanitation;
  • Use social marketing, community mobilization, and counseling at the household and community-levels to support WASH efforts;
  • Build women’s leadership and participation in WASH interventions, as well as increase men’s involvement in them;
  • Use a community-managed, private sector model for the provision of improved household water treatment, sanitation, and hygiene in order to ensure continued sustainability beyond the end of project;
  • Improve the use of multiple-use water services, promote water treatment, represent women’s interests in watershed management, and link communities to Certeza water purifier retailer; and
  • Determine target communities in which to develop specific hygiene and latrine-use educational campaigns, prioritizing a decrease in open defecation.
Minimum qualifications:
  • Master’s degree in the area relevant to the proposed position (Business Administration, Agricultural Economics, Rural Development, Management, Public Health/Sanitation or related field). A bachelor’s degree with more than fifteen (15) years of relevant experience may be considered in lieu of the master’s degree;
  • At least ten (10) years of progressive experience in technical areas relevant to the position, such as economic growth, agriculture, sanitation and/or nutrition;
  • Demonstrated ability to address the conceptual framework of the program for the position;
  • Five (5) years of relevant work experience in Sub-Saharan African or similar development context;
  • Familiarity with USAID policies and procedures for all proposed administrative positions;
  • Demonstrated ability to effectively supervise staff and manage a team in a multidisciplinary context;
  • Demonstrated ability to coordinate with partners from a broad range of backgrounds and experiences, including sub-grants management;
  • Strong analytical skills, including policy analysis and rights-based approaches to advocacy;
  • Demonstrated ability to write international donor reports;
  • Experience with budgeting and financial management;
  • Excellent communication and organizational skills;
  • Excellent computer skills (word-processing, spread sheets, and databases);
  • Experience with partner capacity development and organizational strengthening;
  • Fluency in English;
  • Clear understanding of and commitment to gender-sensitive approaches; and
  • Experience with networking and cooperating with donor-funded projects.

Preferred qualifications:

Knowledge of Portuguese. Knowledge of Spanish or related language and/or excellent
regional expertise will be considered in lieu of Portuguese.
