Description
CARE Uganda seeks a Finance and Operations' Director for an upcoming, USAID-funded program. This five-year, $23,500,000 contribution to Uganda’s development of social protection services incorporates recommendations and evidence highlighted in the new 2012 PEPFAR Guidance for Orphans and Vulnerable Children Programming, priorities outlined in USAID/Uganda’s Country Development Cooperation Strategy, key Government of Uganda policies and strategies, as well as experiences gained and lessons learned from previous projects for vulnerable children and youth.
The purpose of this substantial investment is to enable more than 367,000 Ugandan children, youth and their caregivers, particularly HIV affected children and youth in Northern and Eastern Regions, to access core services for improving health, nutrition, food security, education, and psychosocial well-being and to prevent, and respond to child abuse, exploitation and neglect.  The activity will achieve this purpose by looking at most promising international practices and providing carefully conceived, well-studied measures for building the capacity of children and youth, families, communities and government systems. The activity will further strengthen linkages between clinical and community-based socio-economic services in Northern and Eastern Regions to provide better coordinated, regionalized support, particularly for very young children and youth, at the most local level.
The successful Finance and Operations' Director will oversee management of financial systems, generation of financial reports, tracking of expenses, and administration of sub-awards, while troubleshooting finance and operational issues and supporting staff at headquarters and in district offices.

Job requirements:
  • Be responsible for all aspects of activity finance, administration, compliance, and sub-grants' management.
Minimum qualifications:
  • Master's degree or higher in accounting, finance, business management or a related field is required;
  • At least three years of experience managing the finances and operations of a project this size (USD $23,500,000) and at least two years in administering sub-grants comparable to those under this award;
  • The candidate must have strong demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills; and
  • Two years of experience living or working in a developing country is also desirable.
