Project Summary:
Responsive Assistance for Priority Infrastructure Development (RAPID) was designed to improve the livelihoods and economic outlook for the people of South Sudan. RAPID activities are implemented in six of the ten South Sudan States. The project targets several population groups: business community including farmers; rural communities; university students and faculty; and government road authority employees. The purpose of this end of RAPID project performance evaluation is to assist USAID in reaching decisions related to: (1) Making modifications and corrections, if necessary, to help inform current and future technical assistance in infrastructure development and the RAPID program over its second half; (2) the nature and scope of possible future infrastructure interventions; focus and balance in terms of project portfolio supported.

Position Summary:
The evaluation team members will support the Team Leader in conducting a high-quality and rigorous evaluation of RAPID. South Sudanese nationals are encouraged to apply. This evaluation is expected to begin in late October.

Responsibilities:
- Assist
in the desk review and development of methodology including sampling and
tools.
- Identify
and contact local stakeholders for meetings.
- Conduct
in-depth interviews with key informants.
- Contribute
to the submission of weekly updates, data collection and analysis, the
presentation of findings, and drafting of final evaluation report.
Qualifications:
- Advanced
degree in engineering, public/private management, international
development, public policy, quantitative analysis, or related field.
- Experience
implementing or evaluating USAID infrastructure development, including
road construction and water supply systems; institutional capacity
building; training; managing large projects in remote areas, preferably in
the Africa and/or conflict context.
- Strong
skills in conducting evaluations, particularly collaborative evaluations
where representatives from USAID, host government, and the target
institution participate on the team.
- Experience
working in Africa, South Sudan and/or similar post conflict
environment.
- Willing
and able to travel in South Sudan.
- Ability
to function as a collaborative team member under challenging conditions.
- Experience
in quantitative and qualitative data collection and analysis methods,
including focus group discussion, key informant interviews, survey design
and statistical analysis, etc.
- Strong
written communication skills, especially in drafting evaluations,
assessments and reports.
- Fluency
in English is required.
