Summary:
For TIS+, the Chief of Party (COP) must meet
responsibilities more traditionally associated with a Chief Operating Officer
than with a standard contractor Chief of Party. This derives from the fact that
the USAID‐Contractor relationship encompasses a significant operational role
for TIS+ in decision‐making processes. The nature of TIS+ and the operational
partnership demands strong leadership, program and organizational management,
communication skills, as well as sound political analysis abilities. In
addition to possessing strong management and communication skills, the COP must
be able to travel to Somalia, security permitting
Essential Job Functions:
- Responsible
for making key decisions and solving problems in short time frames while
ensuring operational integrity.
- Responsible
for management, oversight, and reporting of Contractor’s implementation,
progress and quality of performance in meeting the small grant
undertakings.
- Serve
as IRD’s designated person for overall management of the relationship with
USAID.
- In
close consultation with the COR, responsible for providing oversight of
grant activities, including supervision of the staff, ensuring appropriate
grant design, ensuring that procedures are established and complied with
for grant development, worthiness, implementation, management, monitoring,
evaluation, and closeout.
Required Skills & Experience:
- Relevant
work experience, including experience managing an office or activity;
- Minimum
of five (5) years of experience supervising complex and challenging field
operations in closed societies, conflict environments, fragile or
transitional countries, and/or war-torn societies;
- Experience
working on Somalia is a plus;
- Experience
designing, awarding, and managing grants, preferably in-kind and small
grants;
- Demonstrated
experience and knowledge in establishing systems and overseeing start-up
under limited time constraints as well as activity close-out;
- Experience
hiring and supervising host country local personnel and ensuring, when
need arises, that they secure necessary training required to meet activity
needs;
- Experience
working in fragile or conflict countries on development, stabilization, or
transition support.
- Evidence
of being a “hands-on” manager;
- Financial
management experience, including budgeting; financial management
(tracking, reporting and accounting); and procurement;
- Experience
with activity design, development, and implementation;
