Description
The IRC Women’s Protection & Empowerment (WPE) team of
experts ensures that IRC’s programs adhere to the principles of best practice
in the prevention of and response to gender-based violence. The WPE Technical
Team supports 25 country programs working in partnership with communities and
institutions to promote and protect women and girls’ human rights and to meet
the safety, health, psychosocial and justice needs of survivors of gender-based
violence. The WPE Unit is currently seeking a Technical Advisor, Gender
Based Violence (GBV) to support the IRC’s Syria Regional Response (SRR) GBV
programs.
This position will provide remote and on-site technical
support and assistance to the SRR country programs, specifically through the
design, development, implementation, monitoring and evaluation of GBV
programming and project activities. The Technical Advisor, GBV supports
programs to appropriately pilot, evaluate and use new tools, resources and
program models, and to document evidence demonstrating the impact of the IRC’s
work. This position also maintains relationships with regional and country
program coordinators and managers, as well as senior IRC leadership in country
programs and Regional Units.
This position will ideally be located in Amman,
Jordan.
Major Responsibilities:
Strategy
- Contribute
to the implementation and monitoring of the IRC WPE team’s progress on
strategic priorities, in adherence with the WPE TU 2013-2017 strategic
plan.
- Ensure
collaboration and integration with other IRC technical units where
relevant, promoting this at both the field and Headquarters levels.
Country-Specific Technical Support
- Provide
quality, efficient support to the SRR country programs and help further
innovation in the field in line with GBV technical resources and strategic
priorities.
- Contribute
to the IRC GBV country sector strategies and program design, ensuring that
programming is innovative, reflects industry standards, and is in line
with the WPE 2013-2017 strategic plan.
- Review
all country-led GBV proposals to ensure that the approach and proposed
programming is technically sound, includes strong monitoring and
evaluation approaches, and is in line with WPE strategic priorities.
- Communicate
consistently with the field and the IRC Regional Units to ensure that the
needs and voices of the field, and specifically of women and girls, are
apparent in GBV programming and priorities.
Research & Evaluation
- Provide
technical oversight to research led in partnership with GBV programs, and
play a strategic role in the development and implementation of
dissemination strategies.
- Assist
GBV programs in developing meaningful evaluation strategies that
contribute to learning and moving forward GBV strategic priorities.
- Work
with country programs to ensure that donor-mandated evaluations are done
in a timely and appropriate manner.
- Liaise
with the Research, Evaluation and Learning Unit on evaluation or research
initiatives to ensure appropriate methodology, identify consultants or
academic partners, and ensure adherence to ethical and safety standards.
- Contribute
to analysis and documentation of lessons learned.
Human Resources Management
- Assist
with recruitment of key GBV program staff, interns and consultants.
- Assist
with retention efforts by contributing to the professional development of
field staff through capacity building, mentoring and identification of
growth opportunities.
- Maintain
open and professional relations with others and promote a strong team
spirit among the WPE global team.
- Act
with commitment, integrity and accountability to the “IRC Way” –
Global Standards for Professional Conduct.
Others
- As
agreed with the Technical Director and Senior Technical Advisor for
Quality Field Support, represent the WPE Technical Unit to donors,
academic conferences, inter-agency fora, and workshops.
- Contribute
to country-specific advocacy related to GBV programming and strategic
priorities.
- Represent
assigned program area across the organization, serving as a resource to
IRC staff seeking information about program activities, including external
relations and advocacy departments. Respond to field queries
regarding program activities.
- Share
and learn best practices gathered throughout the Technical Units to
support robust evidence-based programming within IRC.
Job Qualifications:
- Education:
Graduate degree or equivalent in public health, social work, humanities or
other relevant degree.
- Work
Experience: Minimum five years field-based GBV (or relevant sector)
program management experience, preferably in a humanitarian or
international development setting.
- Demonstrated
Skills and Competencies: Demonstrate ability to turn concepts and strategy
into measurable action, and experience leading program design, monitoring
and evaluation. Must have strong and effective communications skills, and
the ability to present a broad array of information to inform and
influence diverse audiences in multi-cultural environments. Demonstrate
commitment and capacity to renew and maintain currency with best practices
in the field.
- Language
Skills: Fluent in English, Arabic language skills preferred.
- Working
Environment: Up to 35% travel is required.
