Cardno Emerging
Markets (UK) Ltd has recently submitted an Expression of Interest in being
invited to tender for the Service contract to manage the EU/EDF-funded
Zanzibar Non-State Actors Programme. The objective of the programme
will be to strengthen democratisation and good governance, through support to
civil society initiatives on accountability, participatory development and
policy advocacy, increasing NSA engagement in policy development, planning,
formulation, monitoring and evaluation of poverty reduction strategies and
programmes.

Qualifications:

|
In anticipation of
being shortlisted, we are seeking to identify experts for our team, with
qualifications and experience as follows:
- A university degree (preferably a
Masters or equivalent), in topics related to social and economic
development, governance and democracy.
- A minimum of 10 years
professional experience in the field of social and economic development,
with a significant amount of that experience engaging with Non-State
Actors/Civil Society Organisations (CSOs)
- An experienced Programme Manager/Team
Leader on long-term projects/programmes involving the design and
implementation of CSO capacity building programmes.
- Extensive experience supporting
and building the capacities of NSAs/CSOs in sub-Saharan Africa in areas
such as: internal governance, accountability, financial
management, policy advocacy, participatory monitoring, budgeting and
planning of public service delivery, democratic empowerment, human
rights and rule of law.
- Experienced in providing
technical assistance to governments to improve legislative and
regulatory environments to support CSO engagement and to improve
governance, accountability and transparency.
- Highly experienced in supporting
NSA/CSO engagement with State or Local Authorities
- Experienced in mapping and
research on CSOs
- Experienced in facilitating
dialogue with and between NSAs/CSOs and government organisations
- Previous experience in the
management and monitoring of (preferably EU or EDF) grant funds and a
thorough understanding of grant-making processes.
- At least two significant
long-term positions in a similar role, preferably including at least one
long-term EU/EDF-funded project
- Practical knowledge and
understanding of EU and EDF processes and procedures, including the
management of Programme Estimates.
- Experience of the above in
eastern Africa (Kenya, Uganda or Tanzania) will be a distinct advantage
- Knowledge of NSA/CSO networks in
Zanzibar would be advantageous
- Well-developed inter-personal and
communications skills
- Strong report-writing skills
- Fluency in spoken and written
English.
