PURPOSE OF POSITION:
To provide strategic and operational leadership for the implementation of World Vision’s humanitarian and emergency response in East Africa.
The East Africa Region (EAR) Humanitarian Emergency Affairs (HEA) Director will ensure quality of WV emergency response engagement including appropriate structures, standards, staffing and resources available and policies for emergency preparedness, response, mitigation and transition management are in place and correspond to the standards set by the region and the WV partnership.
In addition, The EAR HEA Director provides strategic leadership around humanitarian operations including: assessment, adoption and implementation of World Vision (WV) engagement with a range of contemporary humanitarian principles or issues such as IHL, conventions, codes of conduct, vulnerable populations, situational and humanitarian analysis, and conflict.
KEY RESPONSIBILITIES:

In addition, The EAR HEA Director provides strategic leadership around humanitarian operations including: assessment, adoption and implementation of World Vision (WV) engagement with a range of contemporary humanitarian principles or issues such as IHL, conventions, codes of conduct, vulnerable populations, situational and humanitarian analysis, and conflict.
KEY RESPONSIBILITIES:
Leadership:
- Position
World Visions’ emergency response ministry as a competent and effective
humanitarian agency by ensuring that the East Africa Area responds
professionally to all Categories of emergencies as defined by World
Vision’s criteria for response.
- Support
and advise the East Africa Region Senior Director of Operations in the
event of Category II and Category III declarations.
- Assist
the Regional Vice President (RVP) and National Directors (NDs) in ensuring
implementation of Level III and Level II Standards during responses.
- Facilitate
the establishment and functioning of emergency preparedness and response
strategies on the basis of sub-regional country groupings or under the
concept of 'Crisis Country Clusters' if appropriate.
- Assess
pending disasters through scenario analysis and design and develop
preparedness action plans, utilising in-house capacity that exists through
regional Relief Community of Practice Teams.
- Working
with National offices, assess, adopt and operationalise WV’s engagement
with a range of contemporary humanitarian principles or issues such as
IHL, international humanitarian standards, conventions, codes of conduct,
vulnerable populations, contextual & humanitarian analysis, conflict
issues, at a national level.
- Maximise
resources for humanitarian response in the East Africa Region through
engagement with government and multilateral donors and public and private
donors.
- Lead
the process of learning from WV’s humanitarian response in East Africa
Region and ensure that the good practice recommendations are incorporated
into a partnership wide learning and application model.
- Work
closely with other ministry teams for appropriate integration in East
Africa Region.
- Working
closely with NDs, the Regional Security Adviser and OCS, promote
appropriate measures to ensure risks are objectively assessed, mitigated
and communicated to staff especially in medium to high risk locations and
to properly involve Corporate Security in HEA Executive and Coordination
teams and other HEA decision making and review mechanisms.
- Assist
the Regional Vice President and National Directors in ensuring that all
on-going Cat III and Cat II programs are well managed.
Coordination and Representation: - At
a strategic and policy level, represent WV with Government agencies, UN,
INGO and Church bodies, in collaboration with National Offices (if
present), dealing with macro and local issues regarding humanitarian
principles including advocating on key issues which affect the most
vulnerable.
- Coordinate
and supervise the East Africa Region HEA team in areas of policy analysis,
communications and programming.
- Coordinate
human, financial and spiritual resources with WV entities, funding
partnership and coordinating agencies when needed by the National Offices.
- Work
in coordinated action with existing national office management structures,
or where non-existent, regional management structures.
- Upgrade
quality and timeliness of communications and marketing support.
- Develop
networking and partnership with other humanitarian actors.
Management: - Lead
the East Africa Region HEA team in ensuring that national offices have the
knowledge, skills, resources tools and capacity to maximise mitigation,
preparedness, response and transition at a community level.
- Assure
that National Offices have a functioning NEPRF in place as per the NEPRG
policy guidelines.
- Ensure
that Regional Rapid Response Team capacity is recruited, built and
developed.
- Ensure
that regional emergency response and disaster mitigation capacity, and a
talent pool of on-site Category II and III project managers are available
for immediate response.
- Lead,
if necessary on-site, Cat II and III project managers in coordination with
National Offices and regional leadership structure.
- Invest
in training, capacity building and career development of relief staff.
- Promote
and ensure high standards of programmatic quality in such areas as:
emergency health and nutrition, child protection, HIV/AIDS, food
production, commodity delivery and refugee/IDP support and settlement.
- Facilitate
transition strategies so that relief programs are integrated into national
offices and regional entities where feasible.
- Ensure
that ICRC / NGO Code of Conduct including SPHERE and other humanitarian
minimum standards are maintained in responses.
- Facilitate
and support NO/GC processes which will ensure smooth transitions between
relief and development and development to relief, as well as the
development of entry & exit strategies for program interventions.
- Facilitate
the use of the appropriate HEA tools in NO/POs for adoption by the NO/POs.
- Ensure
that the NOs, National and Community DPPs are updated as frequently as
necessary.
- Assist
in establishing Early Warning systems and strengthening Early Warning and
Early Action Reporting from all National Offices to the regional office
leadership and the partnership.
- Participate
in, and facilitate lessons learned processes, program evaluations and
audits (operational as well as financial) of NO/PO programs, and
contribute to post-audit monitoring and remedial activities.
- Ensure
that an annual Macro Regional Risk Mapping Exercise is undertaken for each
country in the Region, and use its findings to determine HEA capacity and
resource requirements for respective countries.
Relief Response: - Provide
short term leadership of Category II or III emergencies while replacement
is being found.
- Provide
technical and managerial advice during the implementation of Category I,
II & III emergency responses relief responses in East Africa.
- Monitor
all East Africa HEA projects on a regular basis, noting policy
implications, and offering appropriate support to ensure projects are
managed according to WVI and international standards.
Strategic Planning: - Facilitate
informed planning and timely decisions by Senior Director of Ops and the
RVP for East Africa concerning World Vision’s HEA ministry in the East
Africa region.
- Assist
National Offices (NO) to intentionally include HEA programming as an
integral part of their national strategic and operational plans.
- Lead
the creation and coach HEA /ERDM Committees in National and Program
offices.
- Support
HEA strategic planning and co-ordination among East Africa National
Offices (NOs), as well as with Africa Regional & other WV Partnership
entities.
- Oversee
the formulation of strategies covering more than one country and
facilitate co-ordination across international boundaries and National
Offices for interventions in regional clusters.
- Work
closely with East Africa Region/NO/GC leadership and other relevant WV
Partnership entities to develop and implement appropriate advocacy
strategies for East Africa.
- Ensure
that National Offices are equipped to secure adequate resources (cash,
commodity and personnel) for the relevant Category II & III responses.
Capacity Building: - In
preparation for emergencies, work with NOs to build or acquire the
required capacity to manage Category I, II and III responses.
- Provide
management advice and technical support to HEA staff and HEA/ERDM
Committees (on site if necessary) in the design, documentation, approval,
implementation, management, monitoring, reporting and evaluation of HEA
projects according to partnership and donor standards.
- Encourage
NOs to initiate and maintain Community DPPs across the region.
- Enhance
HEA capacity through the mentoring and coaching of staff, especially HEA
Managers/ Directors.
- Work
with NOs to promote understanding and use of Partnership HEA response
procedures, standards & structural relationships using HEA tools.
- Work
with NO staff to establish understanding of relevant internationally
accepted protocols and standards,(such as Sphere standards, ICRC / NGO
Code of Conduct, People in Aid Code of Conduct, International Humanitarian
Law, Good Enough Guide).

Learning Centre: - Develop,
manage and ensure effective operation of the HEA Learning Centre.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Masters-level
degree in management or similar
- A
Minimum of 10 years in operational humanitarian experience with minimum of
five years in a leadership role, preferably in Africa.
- Strong
empirical knowledge of the humanitarian sector including humanitarian
charters, laws and standards.
- Strong
commitment to WV’s vision, mission and core values.
- Strong
ability and commitment in critical networking, relationship building, and
partnerships, especially those outside of WV itself.
- Understanding
of management and integration in a cross functional management matrix
model.
- Strong
skills in strategy development, prioritisation and implementation.
- Understanding
of and comfort with providing leadership in an increasingly globalised
organization in an increasingly complex industry environment.
- Proven
ability to manage large numbers of staff, efficiently and effectively,
