DescriptionOVERVIEW:
Pact is seeking an Indefinite Quantity Contract (IQC) Project Director to lead the anticipated USAID-funded Support Services for Local Solutions IQC in the Asia region. The purpose of the IQC is to provide local capacity development assistance in the areas of technical and/or advisory services to local USAID implementing partners and stakeholders in the Asia region. Capacity development services will focus at the individual/team level (the knowledge and skills of individuals and teams) and organizational level (i.e. strengthening structures, tools, policies, procedures, and practices). The project may cover a range of countries in Asia, including Afghanistan, Bangladesh, Burma, Cambodia, China, India, Indonesia, Iraq, Kazakhstan, Kyrgyzstan, Laos, Malaysia, Maldives, Mongolia, Nepal, Pakistan, Philippines, Sri Lanka, Tajikistan, Thailand, Timor-Leste, Turkmenistan, Uzbekistan, Vietnam, and the Pacific Islands. The IQC Project Director will oversee and lead the technical and operational management of the IQC core services and specific task orders. The Project Director will act as the primary liaison to donors, and external and internal stakeholders. The position may be based in Bangkok, Thailand and is contingent upon award.

RESPONSIBILITIES/JOB DESCRIPTION:
• Responsible for overall management and administration of the IQC, providing technical leadership grounded in the project’s strategic objectives.
• Lead and support the project team, providing direction, feedback, and encouraging collaboration across partners and project staff.
• Coordinate project inputs including technical services as demanded by USAID missions in the region.
• Oversee contract reporting, ensuring that all donor and Pact technical and financial reporting requirements are met.
• Ensure cost-effective use of Pact and donor resources. Closely manage project budget to meet expected results and ensure compliance. Review and approve budgets.
• Serve as Pact’s liaison to donors, government ministries, and partners. Represent Pact at conferences, working groups, and meetings.
• Engage with, and as needed recruit, local experts, partner organizations, and consultants to achieve the project’s tasks.
• Lead and oversee outreach to and work with regional and local organizations, including oversight of capacity development and collaboration with local and regional organizations, and strengthening of organizational networks in the Asia region.
• Provide technical assistance to implementing partners and other stakeholders.
• Ensure effective coordination and communication between the project team and other organizational departments. Provide regular project progress updates.
• Perform other duties as assigned.

QUALIFICATIONS:
• A minimum of ten years of experience in international development, in the field of management, organizational development, capacity development, or a relevant field.
• Master’s Degree or higher in a relevant field of study.
• Proven leadership in the design, strategic planning, management, and monitoring and evaluation of large and complex international donor-funded programs. Experience with USAID contracts required.
• Professional experience in Asia required.
• Demonstrated experience working in a multicultural environment. Proven ability to develop and communicate a common vision to diverse stakeholders and lead multi-disciplinary teams.
• Demonstrated ability to establish and sustain interpersonal and professional relationships with donors, and international and local organizations.
• Strong communication skills, both interpersonal and written.
• Fluency in English required.
• Ability to travel approximately 30% of time.
