Monitoring & Evaluation (M&E) across many sectors including education,
health, economic growth and democracy & governance. We have recently
completed a series of evaluations in the education sector for USAID/Indonesia,
and USAID has invited us to submit a proposal to conduct the mid-term
evaluation of its PRESTASI project which provides scholarships and training in
various fields.
PROPOSAL SUMMARY
IBTCI is currently seeking an Evaluation Expert to
conduct a Mid-Term Evaluation of the USAID/Indonesia Program to Extend
Scholarships and Training to Achieve Sustainable Impacts Phase II (PRESTASI-II)
project. The PRESTASI project supports Indonesians working in fields of
particular importance to Indonesia's development to take part in short-term
training and/or graduate level training in the U.S. and in Indonesia.
USAID wants to learn how effective the project is and to identify areas for
improvement. More specifically, the evaluation should assess the progress of
the PRESTASI project in terms of achieving its primary objectives in the
following areas: 1) outreach, selection and placement mechanism; 2) monitoring
participants in the U.S. and in Indonesia; 3) administration of long- and
short-term participant training program; 4) post training support and follow-up
activities; 5) effectiveness of the financial management system assistance
provided by the Mission in the project implementation, and 6) inclusion of
gender sensitivity in project implementation.
We are seeking several consultants from the U.S. and
Indonesia to take part in this evaluation. If we are selected, we
anticipate that it will take place beginning in January 2015 and that it will
call for about 11 weeks of full-time work.
POSITION SUMMARY
The Evaluation Expert will be responsible for designing and
conducting evaluations, leading data collection, analysis, and other tasks as
designated by the Team Leader.
QUALIFICATIONS
- At
least 8 years of experience planning and evaluating graduate scholarship
projects with the minimum of master’s degree program in education, the
social sciences, or a related relevant field.
- Skills
in evaluation methodology and planning, including demonstrated training
and/or prior experience in developing evaluation methodologies and
managing teams in primary data collection.
- Experience
conducting evaluations in developing countries
- Specific
skills in gender analysis as well as knowledge of USAID scholarship
policies as regulated in the ADS 252 and 253 strongly desired.
- Prior
experience working in Indonesia is preferred.
- Prior
experience conducting cost-benefit analysis is a plus.
