 BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi – sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter – cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks a Health Manager for the mobile team.
The Health Manager is responsible for recruiting and managing the health teams and launching and overseeing  implementation of IRC’s emergency health programming within the area of operations. The position reports to the team leader / field coordinator and will receive technical support from the Health Coordinator based in Juba. Based on needs, the health manager may also provide direct services in the clinic in particular as part of the mobile teams.

KEY RESPONSIBILITIES:
  • Program Management
    • Lead initial rapid assessments to provide an overview of the situation on the ground in order to estimate the immediate needs of the population within the area of operations and select the most appropriate intervention strategy.
    • Oversee the launch and implementation of the health response to ensure that the health program is implemented according to schedule and budgets, international standards, and program objectives
    • Mobile team :  Direct service delivery if required.
    • Work closely with other IRC sectors present in the same location and integrate program components to the extent possible
    • Participate in the development of proposals, budgets and concept notes in coordination with the Health Coordinator, DDP, Grants team, and HQ Technical Unit
    • Monitor and evaluate appropriate implementation of  projects against program objectives and IRC’s Program Framework
    • Any other duties as assigned by the supervisor to enable and develop IRC programs
  • Staff Management
    • Recruit all national staff for the project in conjunction with the Human Resources Department
    • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the health program
    • Supervise health staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met
    • Provide ongoing supervision, leadership, training and technical support and guidance to health staff, and ensure all health staff adhere to best-practice principles in all aspects of program implementation
    • Overall responsibility for health team’s timesheets, work plans, vacation schedules, and staff training/development activities
    • Ensure Performance Management System documentation for all staff is in place and followed up regularly
    • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities
    • Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise
    • Ensure health staff understands and follows IRC and donor Policies and Procedures
  • Grants Management and Reporting
    • Manage and oversee all the health grants within the area of operation; develop and maintain workplans, spending and procurement plans and related systems for all projects to ensure that project deadlines are met and targets achieved
    • Participate in Grants Opening, Mid-Term and Closing meetings
    • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required
    • Ensure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources
  • Representation & Coordination
    • Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organisations and other IRC sectors to enhance cooperation and coordination
    • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate
    • Attend the field level health coordination meetings or represent the IRC in other relevant fora
  • Professional Standards
    • The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct.  These are Integrity, Service, and Accountability.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS
  • Health professional (MD or RN with a MPH is preferred) with strong public health background.
  • At least 3 years professional technical experience, including 2 years implementing health programs in emergency and conflict contexts; Program start up experience an advantage.
  • Experience in emergency settings / conflict areas.
  • Demonstrated experience in capacity building, project design and budget management
  • Strong understanding of emergency health principles and health concerns arising in the South Sudan context.  Willing to do direct service delivery ( mobile team)
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills
  • Fluency in English
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions

WORK ENVIRONMENT:
  • Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:
  • This mobile team position is deployable up to 90%  of the time in the field and when not deployed will be in Juba. Living conditions in the field are basic ( shared tents, limited facilities). These are emergency deployment.s Food is the individual’s responsibility. R&R is every three months.
  • The Unity state positions are based in the field with weekend breaks in Juba every 6 weeks and R&R every 3 months. These are new sites and living conditions are basic ( shared tents, limited facilities). Food is the individual’s responsibility
