Essential Job Duties/Scope of Work:

PROGRAM BACKGROUND: 


IMC implements a holistic programme strengthening systems in trauma care, primary health care, reproductive health, medical transport, mental health, outbreak preparedness and response, nutrition, commodities management and community health outreach. Health programming is integrated with programs in protection, water and sanitation, prevention of gender-based violence, post operative physical rehabilitation and relief item distribution.

JOB SUMMARY:

The Deputy Medical Coordinator will provide support to and work under the guidance of the Medical Coordinator to achieve the medical objectives of the programme and offer technical and operational support to the field sites. Assume the Medical Coordinator position in case of absence of the Medical Coordinator. Based in Antakya, the candidate is expected to conduct regular field visits and pro-active networking.

ESSENTIAL RESPONSIBILITIES:

1. Support for the implementation of medical programme

• Ensures standardisation of all medical protocols and procedures across field sites
• Support, regular review and follow up with the field site Health Managers, Reproductive Health Manager, Community Health Manager and Commodities Manager according to work plan timeline and progress
• Ensures the objectives defined in project proposals are adhered to and reports to Medical Coordinator:
• verification of progress against indicators as defined in proposal,
• highlights difficulties encountered,
• suggests improvements or adjustments if necessary
• Ensure follow up of action points from regular monthly meeting with medical programme sub sectors
• Strengthen coordination of activities with other sectors in IMC
• Support Managers in pending or delayed progress with finance, logistics, security, HR and procurement
• Support the sector in development of disease management protocols, guidelines, and minimum health packages relevant to the emergency context

2. Needs assessments, monitoring and evaluation (M&E)

• Enable an environment of evidence based decision making through development and use of appropriate monitoring tools, reports, communication
• In collaboration with the Medical Coordinator, ensure epidemiological data is analysed and followed up using the Health Information System, Disease Early Warning Reports. Recommends field operations and technical actions to be undertaken in the case of suspected outbreak
• Follow M&E and internal reporting procedures and deadlines
• Use internal tools such as health facility checklist, evaluation checklist, quarterly monitoring, nutrition programme statistics to analyse and communicate data to the Medical Coordinator
• Review and give feedback on weekly and quarterly medical activity reports
• Send internal and external reports on time to meet internal and external deadlines (project reports)
• Ensure all medical project indicators and activities are on track
• Assist in design and completion of medical assessments with appropriate managers

3. Proposal development and report writing

• Ensure availability of needed data and information resources for writing new proposals
• Helps identify health needs in coordination with the Medical Coordinator
• Contribute with the Medical Coordinator to the Health component of project proposals
• Participate in the implementation of the mission’s strategy and developing advocacy documents

4. Team Management

• Identify the team’s training needs and organize or facilitate trainings to meet needs
• Review and define job profiles for medical team members with Health Managers, participate actively in the recruitment of medical staff
• Participate in evaluation of medical personnel and in decisions to hire/fire staff
• Develop national staff capacity building plans and work with expat Managers on a timeline to phase out
• Through didactic and on the job training enable a national staff to assume the role in 6 months

5. Other

• Represent IMC at meeting and forums in the absence of Medical Coordinator
• Undertake and follow any other task assigned by supervisor
• Adheres to IMC Code of Conduct and internationally accepted humanitarian principles
• Actively promotes PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps


Qualifications:

QUALIFICATIONS:
- Medical doctor or nurse with Masters in Public Health or relevant field
- At least 5 years professional experience in implementing health related projects preferably with surgical/orthopedic/trauma background
- At least 5 years of experience working with INGOs in humanitarian or development contexts; previous emergency response, conflict/post-conflict experience preferred
- Able to analyze and interpret data and to track performance against program indicators
- Skills and knowledge in program sustainability and capacity building, and project monitoring and evaluation (both quantitative and qualitative methods)
- Fluent in written and spoken English; knowledge of Arabic preferred
- Skilled in Microsoft Office
- Able to travel to field sites
