Accountant, Lebanon Community Resilience Program (LCRP), Lebanon

Project Summary:
The Lebanon Community Resilience Program (LCRP) is a project funded by USAID/OTI. The LCRP provides strategically targeted support to advance peace and stability in Lebanon.

Position Summary:
The LCRP Accountant position is part of a multi-disciplinary team of program development, procurement, finance, and other professionals establishing and maintaining a strong system and management control for human resources, logistics, office procurement, office accounting and information systems. The Accountant will work directly with and report to LCRP’s Finance and Administration Manager. The Accountant is responsible for correctly and accurately recording and tracking all office expenses, for working to ensure accurate and timely reporting of all necessary financial and accounting materials and information, as well as to resolve any such issues. The position reports to the Finance and Administration Manager and will supervise the Finance and Administration Assistant. The position is located in Beirut.

Responsibilities:
  • Manage the accounting, including the various petty cash funds, office finance, and administrative activities.
  • Prepare expenditure analysis for office expenses.
  • Coordinate with Finance Manager on maintaining daily timesheets and tracking leave time.
  • Work closely with Finance Manager and project staff on reporting project staff time and leave and benefits.
  • Handle the day to day finance and management of accounting systems and ensuring that all accounting procedures are compliant with MSI policies and regulations.
  • Coordinate closely with Finance Manager to follow-up, review, process and maintain all program finances and contracts, including per diem and travel allowances and logistics of staff.
  • Check expense reports, reconciliations and other documentation submitted by staff to ensure that it complies with USAID and MSI regulations and requirements.
  • Support payroll by checking the validity of supporting documentation for authorization of payment requests by the Finance Manager, through activities such as matching invoices, timesheets, purchase orders and proper verification of receipts of goods and services.
  • Implement a system of asset control that accounts for all reportable assets acquired under the program.
  • Ensure Program financial compliance with local authorities (social security, tax authorities, labor department, etc.).
  • Supervise the Finance and Administration Assistant.
  • Actively contribute to information sharing within the LCRP Project.
  • Perform other tasks as requested by the Chief of Party or Operations Manager.
Minimum Qualifications:
  • Degree in Accounting or relevant field.
  • Two to three years’ experience as an accountant.
  • Experience using Excel and Quickbooks.
  • Knowledge of FAR, ADS, and USAID procurement regulations desired.
  • Exhibit the highest standards of integrity, professionalism, and impartiality.
  • Excellent interpersonal and communication skills (writing and speaking).
  • Highly organized work habits, attention to detail.
  • Supervisory experience preferred.
  • Fluency in English.
