Work Location:Office of the MRC Secretariat in Vientiane, Lao PDR and Home base

Key Responsibilities:
- Coordinate all activities and tasks of the project and effective steering of the entire project team;
- Develop the overall method for impact analysis and risk assessment;
- Together with the environment expert, develop criteria to: (i) identify the significance of pressures and impacts in riverine systems; and (ii) determine environmental objectives/thresholds for the risk assessment;
- In support, with the environment expert, make sure that an effective monitoring will be in place to validate the outcomes of the risk estimation;
- Steer the joint process to select one or two LMB sub-basins for pilot-testing;
- Develop training plans regarding the project’s method and all technical approaches to ensure appropriate capacity building in the LMB region for long-term implementation of outcomes;
- Compile all work in interim reports and the final report in a structured and concise way;
- Ensure an effective information flow between the project team, the MRCS, the NMCs, and all others involved in the project including relevant stakeholders;
- Represent the project team as required at meetings and workshops (e.g. presentation of outcomes).
Qualifications/Requirements:
- At least 15 years international/regional professional experience in Integrated Water Resources/River Basin Management;
- High-level knowledge and proven applied experience in relation to pressure/impact analysis and risk assessment in riverine systems;
- Experience in issues related to setting criteria for the significance regarding physico-chemical, chemical, and hydro-morphological pressures as well as impacts;
- Very good knowledge on international best practices on impact analysis and risk assessment;
- Very good experience in training and capacity building in particular regarding the application of environmental risk assessment methodology as required of this project;
- Good knowledge with the MRC Procedures and Technical Guidelines on Water Quality as well as other MRC Procedures relevant to this project;
- Proven experience in the management and coordination of multi-disciplinary teams and getting outcomes in complex technical, organisational and international environments;
- Experience in a wide range of stakeholders, including senior level officials in government agencies preferably in the Mekong region;
- Substantial experience in strategic planning and analysis of environmental issues within sectoral strategic planning;
- Demonstrated ability to write technical reports which can be readily understood by decision makers and the general public;
- Excellent written and oral communication skills in English;
- Familiarity with the situation in developing countries, particularly in the LMB and the Mekong River Commission would be beneficial.
