Summary:
The National Democratic Institute for International Affairs (NDI) seeks a Resident Senior/Program Manager to implement a nine-month democracy assistance program, manage a small office and represent NDI in Almaty, Kazakhstan. The Resident Senior/Program Manager will advise civil society organizations participating in the government’s new advisory group to improve implementation of Kazakhstan’s international commitments on human rights and fundamental freedoms; oversee the completion of focus group research on women’s political participation; and collaborate with headquarters staff to identify new program opportunities beyond the nine-month grant. The Resident Senior/Program Manager also will represent NDI on the advisory group, to the Kazakhstan government, international diplomatic and donor community, and to local and international nongovernmental organizations. The Resident Senior/Program Manager reports to NDI’s DC-based Central Asia and Turkey Senior Program Manager. The position is available immediately. Required Skills
● Program management and technical assistance: Facilitate strategic deliberations among civil society organizations prior to and following advisory group meetings; advise and coach civil society organizations and interested government officials in designing and implementing strategies to promote public dialogue on recommendations for democratic reform; facilitate/contribute to transparent and consultative processes within the government-civil society advisory group; oversee contract with public opinion research firm; design and implement activities to disseminate and increase discussion about obstacles to women’s political participation.
● External relations: Maintain existing and build new relationships with key partners in civil society, government and the donor community.
● Staff management: Coordinate the hiring of program-specific staff as appropriate; manage and evaluate performance of one-two staff members.
● Monitoring, evaluation and learning: Collect program data, report biweekly on program and political developments and participate in program reflection discussions with headquarters; contribute to quarterly and final donor reports, program design and proposals.
● Financial management: Manage budgets and ensure that expenditures are in compliance with Kazakhstan regulations, grant terms and NDI policy, including monthly financial reporting.
Required Experience
● Bachelor’s degree or equivalent in a field of study related to political science, international development, or international affairs;
● Minimum eight (8) years substantive experience for the manager level position, ten (10) years for the senior manager level position, with particular emphasis on strategic planning, advocacy, communications, gender mainstreaming, conflict resolution and negotiation in and between civic organizations, government, political parties, and citizens, especially in transitioning democracies.
● Experience in program development, management and monitoring and evaluation, especially implementing USG-funded democracy development programs;
● Proven analytical skills for interpreting political issues and organizational dynamics;
● Ability to influence change in people and organizations through advising, coaching and training;
● Excellent interpersonal skills and cultural sensitivity to effectively interact with senior government, political and civic leaders;
● Excellent oral and written communication skills in English required; facility in Russian or Kazakh desired;
● Experience living and working overseas, especially in Eurasia, and an ability to work in a politically challenging environment is highly desirable;
● Working knowledge of PC-based word processing and spreadsheet applications and familiarity with Google platform and applications.
Comments:
Salary is commensurate with experience. A generous benefits package included applicable allowances for employee only. Dependent allowances are not included. Position is contingent on project funding approval.
