Role:
The Program Development and Learning Coordinator will support the Programme Director and Programmes and technical advisers in the development of proposals, concept notes and to carry out needs assessments. The role of the Program Development and learning Coordinator is to ensure that programmes are developed and implemented using an integrated, cross-sectoral approach. The post holder will be expected to the lead the coordination between technical and operational teams to ensure that proposals are developed in coordination. The post holder is also expected to work closely with the Grants and Compliance Officer to ensure that proposals, reports and projects are developed and implemented in compliance with donor requirements. In most circumstances, the post holder will be expected to mentor and/or capacity building existing country programme staff.
Proposal / Concept Notes:
- Lead on development of concept notes and proposals (including log frames and budgets), ensuring consultation with Technical staff, filed operation teams, M&E and support services (HR and finance) relevant partner organizations
- Work closely with technical leads in-country and with members as needed to develop concept notes to seek funds for specific thematic programmes; and ensure dissemination with potential institutional and corporate donors
- Track funding opportunities, including calls for funding progress of proposals, submission deadlines, financing available.
- Support Director Programmes to develop response strategies, plans, proposal trackers and support finance staff in developing funding trackers and master budgets
- Act as focal point for all queries and additional information requests from donors, SCI or SC Members. Liaise directly with donors if required
- Strategically engage consultants - if needed and approved by CD- for high value opportunities (incl. EC, USAID, ECHO) to develop and submit highest quality of winning proposals.
Program Quality:
- In coordination with Grants and Compliance Officer, ensure compliance with programme and finance requirements for all grants, pertaining to internal SC and external donor requirements
- Support Grants and Compliance Officer with grant set up, cycle and closure, including financial and narrative period reporting
- Work closely with SCI Member Funding Units/persons and Grants and Compliance Officer in development and collation of templates / samples of concept notes, proposals and reports. Ensure availability of relevant tools/templates to all staff
- Train key programme staff and operation and support service teams and members of partner agencies to build in-country capacity on development of quality concept notes and proposals
- Ensure integration (where appropriate) between sectors in order to encourage teams to adopt integrated approach in programmes
Assessments:
- Support needs assessments, surveys and researches; ensure findings are well documented and shared with key staff to better inform programmes on-going programs, new trends and opportunities
- Work closely with the Monitoring & Evaluation team to ensure technical leads have required tools to put in place sector/ M&E plans
Reporting:
- Coordinate with Sector Heads and Project Managers for timely preparation of programme and donor reports in compliance with internal SC requirements and relevant external donor requirements.
- Supervise and mentor Reporting Coordinator on technical report writing, proposal development, and professional communication
General:
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
- Comply with and promote Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Qualifications and Experience:
Required
- Previous first phase emergency response experience is essential
- Education to MSc/MA level in a relevant subject or equivalent field experience
- Previous experience of project management and project cycle management, including project design, implementation and evaluation
- Experience of leading the preparation successful funding (narrative and budget) proposals and reports for donors, including ECHO, BPRM, DFID and OFDA and Save the Children Members. Understanding of CAP/RRP and Appeal processes
- Good understanding of donor compliance and SC reporting mechanisms and requirements
- Demonstrated experience of participating in multi-sector needs assessments
- Demonstrated monitoring and evaluation skills
- Proven capacity to deliver training and coach staff
- Experience of and commitment to working through systems of community participation and accountability
- Experience of budget management and monitoring
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Excellent written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desirable:
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
- Specific experience of developing proposals for consortia projects
- Experience of leading needs assessments
