Human Resource Officer

Key Responsibilities
Recruitment & Section Process Management:
  • Manage and execute the recruitment and selection functions to meet the objectives and timeline of the programmes and sections;
  • Manage and provide a recruiting, testing, and interviewing program; candidate selection; analysis exit interviews; recommending changes;
  • Prepare, review and update job descriptions for all positions into the standard format of MRCS;
  • Manage, provide and placing the job advertisements;
  • Manage the interview process, tests with the programmes / sections and division;
  • Provide the interview reports and manage the reports with the parties concerned;
  • Coordinate with the candidates throughout the process of recruitment and selection, as well as the interview panels;
Recruitment & Selection Management and Development:
  • Develop and maintain the recruitment process (including its description; recruitment measurement definitions, regular measurement reporting, taking proper actions to close gaps);
  • Design and manage the selection matrix for choosing the optimum recruitment channel and recruitment source;
  • Explore the market best practices in the recruitment and staffing and implement appropriate best practices in the organization;
  • Update the bench marking of the recruitment database;
  • Monitor and manage to reduce the costs of the recruitment process;
  • Develop the social media communication strategy for different job profiles and functions in the organization;
  • Monitor and update the labor legislation and implements required changes to keep the process compliant.
Human Resources Database and Report:
  • Update the Recruitment and Section Database, Personal Action Forms, PARs, and other related data;
  • Prepare staff cost reports per head, section/programme, and overall organization, preparing staff cost budgets;
  • Update and improve all forms related to human resources services i.e. Application, PARs, Benefit and Allowances Requests, and etc;
  • Update, or seeking to improve, the human resources manuals to be in line with MRC objectives and directions;
  • Develop and Manage HR services is being operated according to MRC policies and procedures, HR best practices, fairly and transparency.
Qualifications/Requirements
  • University degree in human resources management, business administration, labour relations or related fields. A Master’s degree is desirable;
  • 7-10 years with progressive working experience in human resources or personnel management, 5 years in management level preferably in an international/regional development co-operation context;
  • Knowledge of United Nations’ regulations and practice is preferable;
  • Strong computer skills, knowledge of database management, and SOLOMON programme is an advantage;
  • Ability to work under pressure and meet deadlines;
  • Excellent command of written and spoken English (TOEIC score = 600, TOEFL score = 550) Knowledge of more than one riparian language is an advantage.
