The Director, Internal
Oversight Services (DIOS) will report directly to the Commissioner-General and
provide leadership, technical guidance and strategic management of UNRWA’s audit, investigation, evaluation, inspection, and
advisory functions. DIOS also provides support to the Ethics Office, which is
administratively attached to DIOS.
The Director, Internal
Oversight Services (DIOS) acts as authoritative Advisor to the
Commissioner-General on internal oversight matters, while providing counsel and
assistance to UNRWA management at all levels.
As a member of UNRWA’s Management Committee,
DIOS advises on the Agency’s formulation of policy, strategy and programme
implementation. As and when required, DIOS also informs and guides UNRWA’s Advisory Commission on oversight issues.
In
accordance with the established Agency policy and procedures,
the incumbent will:
Primary Duties and Responsibilities
·
Set
clear work objectives for the Department and ensure timely and effective use of
performance reviews and feedback mechanisms; ensure regular communications and
solve interpersonal or technical conflicts; establish and support a learning
environment to include staff development fundamentals, managerial competencies
and technical expertise; ensure the Department’s compliance with appropriate
oversight professional standards and codes of ethics; provide leadership and
technical guidance to and ensures optimal cohesion of DIOS;

Develop,
organize and direct implementation of a long-term strategy and a risk-based
internal audit and evaluation plan in line with the Agency’s strategic
objectives and its Medium Term Strategy;
·
Lead,
support and supervise audits, inspections, investigations and evaluations,
ensuring optimal relations between DIOS and the rest of the Agency, including
with senior management;
·
Direct
the development of, and follow-up to high quality reports and recommendations on
audits, inspections and evaluations and any investigation performed; monitor the
actions taken on recommendations, and review and report on the adequacy and
effectiveness of implementation;
·
Oversee
the maintenance of UNRWA’s capacity to safeguard its
financial and other resources; proactively assesses fraud risk and recommends
preventive measures in high-risk areas; lead the conduct of investigations into
suspected accounting, financial reporting and operational irregularities;
·
Direct
independent evaluations of a programmatic and thematic nature in consultation
with senior staff throughout the organization; align the Agency’s evaluation
programme with the priorities of Medium Term Strategy and the Agency’s programme
of work; produce normative guidelines for the conduct of programme evaluations
for use by programmes and fields;
·
Represent
UNRWA at oversight- and ethics-related meetings within the UN common system,
professional organizations, and host and donor country representatives;
collaborate with other UN system agencies on oversight and ethics-related
matters of mutual interest;
·
Report
regularly and as required to the Commissioner-General, the Advisory Committee on
Internal Oversight (ACIO) and UNRWA’s Advisory
Commission on the Department’s activities, including the orientation and scope
of such activities; serve as the Secretariat of the ACIO, ensuring that the
ACIO’s functions are maximized in the Agency’s
interests, including through providing strategic input to its work;

Administratively
supervise and support the work of the Ethics Office in its mandated area of
work;
·
Coordinate
with Field and Headquarters Directors effective responses to complaints by
staff, beneficiaries and other parties; implement Agency policies for the
protection of whistleblowers;
·
Perform
such other duties as the Commissioner-General may assign in support of enhanced
oversight function across UNRWA.
Professional Knowledge and Experience
·
An
advanced university degree from a recognized university in public or business
administration, auditing, finance or other related area;
·
An
advanced professional certification obtained through courses of professional
study under the auspices of internationally recognized bodies;
·
At
least 15 years of combined national and international professional experience in
an oversight function, with at least five years of experience at senior
supervisory level;
·
Excellent
command of written and spoken English.

·
Ability to develop and
implement a clear strategic vision for the oversight function in the context of
evolving institutional reform and to communicate that vision with authority;
·
High sense of integrity,
strong leadership abilities to build relations of trust and cooperation with a
broad range of internal and external stakeholders;
·
Ability to build and
maintain confidence and trust in DIOS and in oversight functions generally,
particularly as regards appreciation of audit, inspection, evaluation and
investigations as instruments of good management;
·
Proven track record of
excellent leadership as regards both, interpersonal dealings and experience in
managing people, assets and processes. Ability to lead and motivate a team in a
multicultural setting, ensuring a positive and strong team environment and
continuous development of staff;
·
Ability to handle complex
and/or sensitive issues with diplomacy, tact and confidentially, and with
sensitivity to the interests of staff members and the
Agency;
·
Excellent writing
skills.
Equivalency
When
the minimum requirements are not fully met, the Director of Human Resources may
exceptionally substitute part of the unmet requirements with a combination of
relevant academic qualification, additional professional training and
progressive relevant work experience. NB: Work experience alone or formal
qualifications with no relevant work experience are not considered an acceptable
combination.
Desirable Qualifications
·
Working
knowledge of written and spoken Arabic;
·
Knowledge
of UN financial rules, regulations and procedures, as well as knowledge of
audit, investigation and evaluation guidelines;
·
Experience
with risk management in large organizations.
Additional Information
The incumbent will be required to travel in UNRWA’s Area of Operations in the Middle East.
Conditions of Service
UNRWA offers an attractive compensation package including annual
salary starting at: $112,096 net tax free with dependents or $102,981
single plus post adjustment of 47.1% (subject to change
without notice). Other benefits,
subject to eligibility, include education grant, dependency allowance, home
leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA
duty stations (with the exception of Gaza and Syria) are family duty
stations. Initial contract is for two years, with the possibility of further
extensions subject to the availability of funds and the continuing need for the
post.
