Summary
Save the Children is seeking a Deputy Chief of Party (DCOP) for a
Health System Strengthening Program in Bangladesh. The program will
focus on maternal, newborn, and child health, family planning and
nutrition. The goal of the program is to assist Bangladesh Ministry of
Health & Family Welfare (MOH&FW) to scale up evidence-based,
high-impact maternal, newborn, family planning and nutrition
interventions in contribution to significant reductions in maternal and
child mortality and progress toward MDG 4 and 5 goals in Bangladesh.
Responsibilities
The Deputy Chief of Party (DCOP) will significantly contribute to the
strategic focus and direct implementation of program activity. S/he will
be responsible for supporting the Chief of Party in the overall
management of the program, as well as initiating and leading efforts to
forge global and in-country partnerships with governments. S/he will
maintain close liaison with USAID, Save the Children offices, Ministry
of Health and Family Welfare, and partners as needed. DCOP will be
accountable for timely submission of all deliverables to USAID. The
DCOP will also have to serve as the COP during absences of the incumbent
and represent the project in key technical working and advisory groups.
This is a senior leadership role and will serve as a key member of the
project team. S/he will lead the district level operations, finance and
support services project team and be responsible for working with the
country office for the financial and grant management, human resources,
administration, IT, logistics and procurement for the project.
Requirements
• Master’s degree in Public Health, International Development,
Management, or an advanced degree in a health management related
discipline;
• At least 7 (seven) years of overall experience in managing international public health programs,
• Expertise in multiple technical areas is highly desired, such as maternal, newborn child health, nutrition and /or HIV/AIDs.;
• Demonstrated in successful managing USAID funded programs with an in-depth understanding of the USAID policies, systems and procedures for managing Cooperative agreements/grants;
• Experience in the development of detailed implementation plans and budgets
• Proven leadership skills and expertise in strategic program planning, implementation and management and financial oversight;
• Previous experience in program management and supervision of staff.
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers;
• Excellent team building and networking skills;
• Experience in designing, analyzing, editing and presenting data for donor reporting and presentations;
• Excellent technical writing skills in English and strong oral presentation skills;
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
• Demonstrated ability to manage a large-scale, complex program, work collaboratively across technical disciplines and implement according to plans;
• Ability to travel in Bangladesh and internationally;
• Willingness to conduct frequent field trips to districts and communities. About 30 percent of the time will be required for field travel.
