Description
Short Term Private Health Sector Governance Consultant to Afghanistan Ministry of Public Health
In
Afghanistan, Futures Group is implementing the Health Policy Project
(HPP), a global, 5 year cooperative agreement funded by USAID. The
overall goal of HPP is to strengthen developing country national and
sub-national policy, advocacy, and governance for strategic, equitable,
and sustainable health programming. HPP focuses on key health
issues—namely, family planning/reproductive health (FP/RH), HIV, and
maternal health (MH)—while also promoting health systems strengthening
and program integration.
HPP-Afghanistan
is looking for an experienced consultant in private health sector
governance and reform to support the MoPH in reviewing its current
organizational structure in relation to implementation of the private
health sector strategic documents including private health sector
policy, strategy and the private hospitals regulation act. The
consultant will identify gaps and propose capacity building plan for
strengthening the capacity of the MoPH in relation to implementation,
monitoring and evaluation of the MoPH key strategic directions on
private health sector.
Qualifications:
- Master’s Degree in Public Administration (MPA) or Master of Public Health (MPH) preferably in Health Policy is required;
- At least 10 years of work experience in public and private health sectors in senior management levels; in-depth experience in health sector governance, reform and restructuring is required;
- Proven understanding of health economics and private health sector governance, reform and restricting in a market economy in developing countries is a must;
- Work experience in strengthening governments’ stewardship role in relation to the private health sector is required;
- Strong interpersonal and communication skills.
