The general minimum requirements for working with the OSCE are:

Field of Expertise Requirements
|
The general minimum requirements for working in this field of expertise are:

University education in economics, regional planning and
development, environmental studies or related fields, or equivalent
professional experience in such areas
-
Work experience in the fields of economics, business development,
regional planning and development or environmental development and
protection
-
Experience working with developing or transitional economies
-
Communication, interpersonal and analytical skills

Level of Professional Competence Requirements
|
Furthermore, this level of responsibility requires the following:
Education:
Advanced education/certified training course in a relevant field desirable
Experience:
Minimum 6 years of relevant, diversified and progressively
responsible professional experience including at least 3 years at the
management level relevant to the actual position
|
Mission Specific Requirements
|
Additionally, this particular post has specific requirements:
Mandatory:
-
Project management experience, including development,
implementation and monitoring, preferably of economic and environmental
governance project activities
-
Demonstrated management and supervisory experience
-
Ability to establish contact and develop confident relations with
(local) government officials and institutions as well as the ability to
work with civil society
-
Strong analytical, organizational, communication and interpersonal
skills; ability to compile and analyze relevant information
-
Professional fluency in the English and Russian languages, both
oral and written, and the ability to communicate clearly and concisely
-
Cultural sensitivity and judgment
-
Demonstrated ability and willingness to work as a member of a
team, with people of different cultural and religious background,
different gender, and diverse political views, while maintaining
impartiality and objectivity
-
Knowledge of OSCE principles and commitments
-
Ability to operate Windows applications, including word processing and e-mail
Desirable:
-
Previous international work experience, preferably within
operational missions and in the Commonwealth of Independent States (CIS)
especially in Central Asia
-
Experience in the field of governance (e.g. anti-corruption,
natural resources, housing and land) and public procurement issues
-
Familiarity with concepts such as Green Economy and Integrated Water Resources Management

Tasks and Responsibilities
|
Under the general guidance of the Head of Centre and the direct
supervision of the Deputy Head of Centre, the Senior Economic and
Environmental Officer:
-
Assesses and reports on economic and environmental issues relating
to the Mission's mandate and prepares background papers on economic and
environmental issues to foster discussion among OSCE bodies on such
problems, their causes and potential consequences;
-
Provides analysis of and advice on pertinent economic and environmental governance issues;
-
Provides strategic thinking on policy and programmatic needs for
the OSCE Centre in Bishkek, the Office of the Economic/Environmental
Co-ordinator (OCEEA) and other relevant units;
-
Liaises with national and international stakeholders on issues
pertinent to the CiB mandate in the second dimension, particularly
economic/environmental governance, conflict prevention (economic and
environmental grievances), use of natural resources (water, land (and
housing) and mineral resources), public procurement and green economy;
-
Monitors the situation and prepares reports on issues under point 4;
-
Develops, drafts, co-ordinates, implements, monitoris and assesses
the impact of economic/environmental governance projects and
initiatives;
-
Assists in arranging OSCE regional events, inter alia, regional
seminars and visits to the area by OSCE delegations, as well as other
events with OSCE participation;
-
Supervises the work of the Economic and Environmental Officer and Senior Programme Assistants;
-
Performs other duties as assigned.
