Job Summary
Cardno is currently looking for a Regional Victim-Witness Support Adviser for
the AusAID funded project "Australia-Asia Program to Combat Trafficking
in Persons (AAPTIP)" that aim at reducing the incentives and
opportunities for trafficking of persons in the ASEAN region.
The position holder will assist Technical Working Groups and
relevant counterparts with capacity building, mentoring, technical
advice and training to strengthen national mechanisms for providing
victim-witness support services to TIP victims throughout their
participation in the criminal justice process. He or she will liaise
closely with the Investigations Advisers, Prosecutions Adviser and
Judicial Process Adviser to ensure that victim-centred approaches are
integrated into all aspects of criminal justice capacity building.
Key Responsibilities
- Oversee regional research on TIP victims’ perspective on their experience in the criminal justice system and on existing victim-witness support mechanisms.
- Provide technical advice for the design and/or strengthening of victim-witness support mechanisms in each participating country.
- Provide technical advice for the development, implementation and refinement of appropriate structures, policies and procedures for managing victims’ participation in the criminal justice process.
- Provide technical support to counterparts in the development of guidelines, standards and training programs for victim-witness supporters.
- Work with the Investigations, Prosecutions and Judicial Process Advisers to ensure that victim-centred approaches are integrated into all aspects of criminal justice capacity building.
- Liaise closely with the ASEC Adviser and provide a link between regional activities and those being conducted at a national level, and a link between the activities at national level in different countries.
- Liaise closely with the Monitoring and Evaluation Adviser in supporting the development of regional and national annual work plans.
- Ensure compliance with AusAID core policies, including but not limited to Disability and Child Protection Policy.
- In coordination with AusAID liaise closely with whole-of-government partners including AGD, AFP and DFAT on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking.

Other Requirements
Core Competence Required:
- Extensive knowledge and experience of management systems for providing victim-witness support services to victims participating in criminal justice proceedings.
- Extensive knowledge and experience in the delivery of victim-witness support services.
- Demonstrated experience in the design and delivery of justice sector training programs on gender-sensitive and victim-centred approaches
Position Duration:
Full time 3 years, 9 months in year 4 and 6 months in year 5, based in Bangkok.
