Background
|
Evidence from the Census 2001, as confirmed by the
2011 Census, from the Nepal Living Standard Survey and from other
studies shows clearly that in Nepal there are wide disparities in human
development indicators between different social groups based on gender,
region, caste, ethnicity and other identity differentials.
Recognising
the need to better exchange information and work more cooperatively on
this complex issue, groups and networks started to form from 2004
onwards. One of these groups was the Social Inclusion Action Group
(SIAG) which continues to date. Since 2005, this group has organized
several exchanges of information and organized a number of learning
events on monitoring social inclusion and on increasing diversity in
human resources within agencies. At present it has membership from UNDP,
WB, SDC, DFID, ESP, ADB, Danida, UNFPA Country Office, UNICEF Country
Office, GIZ (then GTZ), ILO, GeMSIP/JICA, SNV, USAID, Association of
International Non Government Organization in Nepal (AIN) and HURDEC.
Recognizing the need to respond to changing realities and the continued
need for action, SIAG produced its new strategy in April 2012. A small
core group comprising DFID, WB, AIN, Embassy of Switzerland/SDC, and the
United Nations Resident and Humanitarian Coordinator’s Office (RCHCO)
as chair was formed. The SIAG is supported by a SIAG
Coordinator/Secretariat. Since July 2012, SIAG has been operating as
working group under the International Development Partners Group. SIAG
has approved its work plan for 2013.
Concurrently, the UN Country
Team (UNCT) reviewed its own workforce diversity challenges. Since late
2009, the UNCT has had a medium-term strategy to improve its workforce
diversity. To translate the strategy into action, a number of
initiatives have been implanted since 2009: a UNCT diversity
declaration; further training of HR managers; sharing of recruitment
best practices; and UN-wide internship program.
The SIAG
Coordinator and Workforce Diversity Analyst will work under the direct
supervision of the Head of the RCHCO. (S)he will support both the SIAG
as a Secretariat and Coordinator of various activities as well as
support the UNCT in its workforce diversity initiatives, as well as in
its social inclusion agenda.

Duties and Responsibilities

Research:
- Take the lead in drafting proposals for research relevant to SIAG’s focus areas or relevant to the UNCT’s inclusion agenda;
- Work
closely with the RCHCO to produce field bulletins and district
profiles, with a particular emphasis on providing inputs that relate to
the gender and social inclusion agenda;
- Web research for articles relating to gender and social inclusion that require further work; and
- Compilation, interpretation and updating data on key indicators.
Communication and Coordination:
- Facilitate the preparation and implementation of meetings and common learning events;
- Facilitate coordination between SIAG members;
- Be responsible for communication between SIAG members and other national and international development partners groups;
- Establish networks with development agencies, government agencies and NGOs; and
- Support the planning of SIAG work
Knowledge Management:
- Organize and manage learning and advocacy events;
- Document proceedings and learning from events;
- Make available, promote and facilitate access to all kinds of information sources on and offline;
- Be
informed and update SIAG members on ongoing initiatives regarding
social inclusion by government of Nepal and other international
agencies/organizations in Nepal;
- Maintain various databases (civil society experts, consultant database, event venues, photos, media lists, etc.); and
- Support and manage SIAG publications and dissemination.
Planning and Management:
- Support SIAG in preparing its strategies;
- Prepare SIAG’s rolling work plan with budget, and keep it updated;
- Manage all financial matters related to SIAG; and
- Take and circulate minutes of all SIAG meetings.
Advisory and Training:
- Advise the UN Country team in Nepal on issues related to Workforce Diversity in the UN System in Nepal;
- Provide training & sensitization to HR managers in the UN System in Nepal and other international agencies;
- Develop Social Inclusion/Ethnicity/WFD brief to be included in the “Welcome Package” to all new international staff; and
- Design
innovative social inclusion/WFD schemes for UNCT and other
international agencies consideration such as Internship programmes,
mentoring etc.

Required Skills and Experience
|
Education:
- Master’s Degree or equivalent in anthropology, social science, development studies, or any other relevant field.
Experience:
- At least 2 years of experience working on social inclusion and workforce diversity issues.
- Thorough understanding of the social inclusion agenda and challenges in Nepal.
- Proven capacity to work closely with a wide variety of people, including people in senior positions.
- Political acumen.
- Proven capacity to coordinate different agendas and to be able to prioritize.
Language Requirements:
- Fluency in written and spoken English and Nepali languages.
