Job Purpose:
The position is responsible for conducting in-depth audits, as well as advisory services, on nonsovereign, treasury and risk management function. The position is responsible for planning and supervising audit work; formulating relevant audit strategies, approaches, programs, and analyses; preparing audit reports; providing recommendations / advice to other Departments/Offices; and, if necessary, assisting external auditors.Expected Outcomes
Takes the lead for ensuring the completion of a variety of tasks assigned by the supervisor, covering all or a combination of the following functions, depending on the situation/requirements of the Department/Office:Audit Strategy, Approach and Techniques
- Ensures effective/efficient audits by:
- Formulating/adopting appropriate strategies/approaches and developing flexible audit plans, schedules and questionnaires on the basis of preliminary evaluation of qualitative, informative, statistical data;
- Formulating the audit work program to address defined audit objectives and scope; and
- Introducing sampling procedures and techniques to evaluate systems, procedures and related controls, manual or automated, on operational, accounting and financial data.
- Reviews requests for assistance and undertakes research and studies as a basis to advise other departments/offices on internal control aspects.
- Plans, executes, and oversees audits in accordance with a flexible audit program to:
- Assess compliance with existing policies, systems and procedures;
- Identify weaknesses in control systems; and
- Identify waste and abuse in the use of resources and potential risks and areas of fraud, and recommend improvements in economy, efficiency and effectiveness.
- Ensures preparation of comprehensive audit reports on findings/observations that describe the type/nature of deviations, deficiencies and inappropriate practices and activities;
- Formulates recommendations/measures for administrative/procedural improvements;
- Discusses findings/recommendations with auditee departments/offices;
- Monitors implementation of recommendations and conducts periodic follow-ups regarding their status.
Educational Requirements:
- Bachelor’s degree in Business Administration, Accounting, Economics or related fields; preferably with Master’s Degree or Equivalent.
- Preferably with professional qualification such as a Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), or equivalent.
Relevant Experience And Other Requirements:
Work Experience- At least 8 years of relevant experience in auditing financial institutions or other large organizations; and with at least 4 years of supervisory experience.
- Thorough understanding of auditing principles and techniques; and ability to apply the knowledge to audit field work and reporting.
- In-depth knowledge and understanding of nonsovereign operations (Loans, Equity and Guarantee operations) by Multilateral Development Banks, treasury operations (investment, funding and transaction processing) and risk management (credit, market and operational risk management).
- Working knowledge of ADB-standard computer software.
- Effective report-writing and communication skills in English.
- Strong planning and organizing skills to handle many tasks with deadlines.
- Ability to develop rapport internally and externally in a multicultural environment.
- Able to work collaboratively with teams as a constructive team member.
- Strong oral and written communications skills.
