Background

The Comprehensive Disaster Risk Management
Programme (CDRMP) has been formulated as part of the Strategic
Partnership Framework signed between the BCPR and UNDP, and in
accordance with the Nepal Risk Reduction Consortium. The programme aims
to strengthen the institutional and legislative aspects of DRM in Nepal,
by building the capacities of Ministry of Home Affairs, other
ministries, and local governments. The CDRMP will also establish
strategic linkages between DRM and development sectors. The programme
has six thematic areas viz. Institutional and legal support,
mainstreaming DRR, climate risk management (CRM), community-based
disaster risk management (CBDRM), emergency preparedness and response
(EPR) and early recovery (ER). These thematic programme areas are
envisaged to strengthen the overall system of disaster risk management
in Nepal. It will integrate gender equality and women empowerment as
well as social inclusion issues for sustainable DRM. In course of
implementing the programme, UNDP would build partnership with
government, NGOs, international agencies and academic institutions and
expand the institutional and knowledge base of disaster risk management
in Nepal.
Sahana is an award winning Free and Open Source
Disaster Management System. It is a web-technology based collaboration
tool that addresses the common coordination problems during a disaster
from finding missing people, managing aid, managing volunteers, tracking
camps effectively between Government groups, the civil society (NGOs)
and the victims themselves. This tool has already been used successfully
in notorious disasters like tsunami (2004), Yogyakarta Earthquake -
Indonesia (2006), Myanmar Cyclone (2008) and various others.
Open
Technologies Resource Centre (OTRC) had localized this software for
Nepal’s context and the software has been installed at Nepal Government
Ministry of Home Affairs (MoHA)’s National Emergency Operation Centre
(NEOC). A Training of Trainers (ToT) was organized at NEOC and several
Sahana DMS trainings were organized on national and district level to
the officials of EOC district. Based on the feedbacks received during
the series of trainings, the Sahana DMS has been enhanced, added the
modules, linked to NEOC website and officially launched on the occasion
of IDRR day on October 01, 2012. Since then the DEOCs have been sending
the disaster information through the Sahana System to the NEOC. In the
mean time the Disaster Risk Reduction Portal is also on the process of
development for sharing information on all Disaster DRR initiatives in
Nepal for effective coordination and showing who is doing what where it
aims to increase collaboration and cooperation on DRR programming
between governments, donors and organizations in Nepal. This Sahana
system is a must to integrate the national DRR Portal which main
features and functions will help to identify gaps and overlaps in DRR
programming of Nepal.

Duties and Responsibilities
|
Under the overall oversight of the Programme
Manager (PM), direct supervision of Senior Project Officer, in close
coordination with MOHA/NEOC Chief, E-Governance Section and EPR Project
officer the incumbent will ensure all activities related to Sahana
Disaster Management System implemented in a timely, efficient and
politically and socially sensitive manner in full integration with areas
of the CDRMP. In order to fulfil this task, the IT Expert will carry
out regular stakeholder consultations, field visits, closely liaison
with the line ministries, organizations as well as target beneficiaries
and end- user agencies.
The detailed scope of work includes not limited to following:
Carry out day-to-day management and quality delivery of IT and Sahana DMS outputs in a timely, efficient and dynamic manner:
- Enhancement of Sahana DMS as per the feedbacks from the users
- Develop
enhanced Sahana DIMS software with all necessary features through
consultative and participatory approach involving MOHA/NEOC Officials
and UNDP/CDRMP
- Facilitate the program in the national,
regional, district and municipal level for orienting, launching and
providing trainings of Sahana DIMS software after enhancement.
- Co-ordinate with the developers of NEOC website for creating report of Sahana in NEOC Website
- Management Web/DNS/Mail Servers under ministry of home affairs
- Online support to the EOC staff for the operation of Sahana DMS
- Support for the operation of disaster web portal
- Trainings to NEOC and District Emergency Operation Centre officials
- Development of manuals and online tutorials to be put online along with Sahana DMS
- Changing the layout of some of the data entry form
- Addition of SMS module to the system
- Generation of the alert on the main page from entered data
- Create view for the other disaster portal
- Adding some report generation module
- Ensure
execution of IT and Sahana DMS activities in consistent with the CDRMP
objectives and plans and relevant to DRM context of Nepal;
- Represent the CDRMP team in related events as required by the PM.
Carry out monitoring and evaluation, planning and reporting responsibilities related to EOC related IT (20%):
- Contribute
to development of M&E framework and establishment and maintenance
of a dynamic system of M&E as a central element of the CDRMP
- Support full implementation of the M&E system
- Contribute
to timely reporting - both internal and external (to the Government and
donors) - following UNDP and CDRMP requirements and established
procedures
- Support the organization of the CDRMP Executive
Board meetings and contribute to all aspects of development of progress
reports and other documentation as required.
Develop and maintain effective relations including with the concerned partners and counterparts of EPR issues (15%):
- Support the SPO-DRM in representing the team in all relevant Country Office meetings, events and other activities as required
- In
close collaboration with the SPO-DRM , contribute to the development of
appropriate working relations with national stakeholders to advance
buy-in and national ownership of relevant aspects of the CDRMP
- Liaise
with respective contractors and other key stakeholders that impact
CDRMP delivery in order to ensure outcomes are met in a timely manner
- In close collaboration with the PM, liaise with UNDP management and partners as necessary
- Support resource mobilization efforts by preparation of quality reports and other such documents.
Support the coordination, management and monitoring of financial, administrative, procurement and logistical matters (15%):
- Work
with administrative and finance team in drawing up specifications for
the equipment required and follow up with the procurement procedures
- Comply EPR operations with UNDP rules, regulations and policies and monitoring of achievement of results
- Effective,
transparent and accountable management of financial resources of EPR
& ER related activities as per UNDP rules and regulations
- Support
the SPO-DRM in the preparation of timely narrative and financial
reports, thematic technical papers and policy notes for the UNDP Country
Office and CDRMP donors
- In close coordination with the Administrative and Finance team prepare accurate and reliable financial reports
- Support all activities leading to the annual audit exercise and follow up of the audit recommendations
- Provide inputs to Atlas budget revisions and Annual Work Plans for further discussion and clearance from the PM.
Facilitate knowledge building and knowledge sharing (10%):
- Support
the knowledge management officer in generating, documenting and
disseminating high quality information and knowledge about the CDRMP
best practices and lessons learned on EPR among national and
international stakeholders on an ongoing basis
- Contribute to the development of relevant knowledge products
- Contribute to relevant knowledge networks and communities of practice
- Perform any other related task as per the request of the SPO-DRM, PM and DRR Unit Head.
Impact of Results:
Provision
of technical support of the Sahana Disaster Management System for
National Emergency Operation Center, will enhance the overall disaster
information collection and coordination among the Regional, District and
Municipal Emergency Operations Centers for effective emergency
preparedness and response, will ensure delivery of CDRMP objectives in
compliance with UNDP rules and procedures and will impact efficient
delivery of results and outputs, fiscal and human resource management
and administration.

Required Skills and Experience
|
Education:
- Master degree in computer engineering.
Experience:
- At least 5 years of relevant experience
- Prior development experience with Sahana DMS software
- Professional expertise in Python and Web2py framework and PHP, Mysql and other PHP Framework
- Professional expertise in web design, graphic design, and web developing
- Professional
expertise in developing new module and modifying existing module of
Sahana DIMS and minimum of 3 years experience in designing, developing
and mastering of similar system
- Familiarity with disaster management system at national and district levels
- Prior experience in working on government and other UN projects would be preferred
Language:
- Fluency in English and Nepali at professional level are essential.
