Background

UNCDF is the UN’s capital investment agency for
the world’s 48 least developed countries. UNCDF focuses on Africa and
the poorest countries of Asia, with a special commitment to countries
emerging from conflict or crisis. UNCDF programmes are designed to
catalyze larger capital flows from the development partners, national
governments and the private sector, for maximum impact toward the
Millennium Development Goals.
LoCAL (Local Climate Adaptive
Living Facility) is the UNCDF’s facility for investment in local level
climate resilience. The facility channels global adaptation finance to
local governments – who are at the frontline of dealing with the effects
of climate change – and enables them to invest in building local
resilience. The LoCAL Facility connects to existing national
intergovernmental fiscal transfer systems and supplements capital grants
to local governments with performance-based climate adaptation funding.
This innovative financial mechanism cites the Performance-Based Grant
System methodology developed by the UNCDF, further refined to address
local climate adaptation. The Performance-Based Climate Resilience Grant
(PBCRG) provides a fast and effective means to channel adaptation
finance to where it is most needed, while at the same time ensuring
ownership, accountability and results. The methodology is derived from
UNCDF’s specific experience in setting up such systems for effective
capital investments and capacity building in sub-national governments.
Development goal:
Promote
climate resilient communities by increasing financing for and
investment in CCA at the local level in least developed countries,
thereby contributing to the achievement of the Millennium Development
Goals (MDGs), particularly the specific goals of poverty reduction
(MDG1) and environmental sustainability (MDG7).
Programme outcome:
Increased local government access to climate finance in target countries in four regions to implement CCA activities.
The
LoCAL Programme will focus on the delivery of three expected outputs
that will directly contribute to increasing local government’s access to
climate finance:
Output 1 – CCA is mainstreamed into government’s planning and budgeting systems Firstly,
the LoCAL Programme will support local and national governments to
mainstream CCA into regular development planning and budgeting processes
as a way of demonstrating the ability of national systems and local
governments to invest in CCA activities.
Output 2 – Increased awareness of the role of LG in CCA Secondly,
the LoCAL Programme will contribute to increasing the awareness of
local governments’ role in investing in CCA as a way of informing donors
and national governments of the importance of increasing finance for
local governments to invest in CCA activities.
Output 3 – Increased amount of CCA finance available to LG budgets Finally,
the LoCAL Programme aims to increase the amount of CCA-related finance
available to local governments by continuously engaging with donors,
national governments and local governments on resource mobilization.
This component will involve supporting national partners to identify
potential sources of climate funds and working with donors to increase
allocation of climate funds available and accessible to local
governments.
LoCAL will establish a secretariat based in Bangkok
with representation in other UNCDF regions as appropriate. The
Secretariat will be managed by the Project Manager who will report
directly to the LoCAL Global Project Board, working under the direct
supervision of a technical advisor designated by the director of the
Local Development Finance Practice, with matrix reporting to the Head of
UNCDF Regional Office (Asia/Pacific and Africa ) and in cooperation
with UNCDF technical advisors and other LoCAL Project staff based in
Asia, Africa, the Arab States and potentially other regions ___________________________

Duties and Responsibilities
|
Summary of key functions:
The
key result of the Programme Manager (PM) will be to successfully
implement the programme by undertaking the following responsibilities:
Responsibilities
Effectively manage the implementation of the LoCAL Regional Project
- Ensure timely and effective delivery of the intended LoCAL Regional Project results as per the approved RRF, AWPs, etc
- Prepare and implement the project annual work plans and quarterly plans
- Ensure the monitoring and evaluation of the project implementation, using the Result Based Management Approach.
- Perform regular progress reporting to the project board
- Liaise
closely with the Regional Technical Advisors in Asia/Pacific, Africa,
and other regions and the Board to keep the members abreast on programme
progress and assure the overall direction and integrity of the project;
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
- Manage
and monitor the project risks initially identified and submit new risks
to the project board for consideration and decision on possible actions
if required; update the status of these risks by maintaining the
project risks log;
- Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard
- Managing the International and National Technical Assistants
Managing the transition from LoCAL Regional Project to LoCAL Global Project.
- Managing the development of the Local Global Project Document
- Coordinate the finalization of the LoCAL Global Methodology
- Managing the completion of project approval
- Coordinate the resource mobilization campaign
- Coordinate the design and approval of the LoCAL Global implementation modality
- Development of the LoCAL Global Project Management Implementation Guideline
- Develop a three-year plan for LoCAL Global roll out and implementation.
Supervise the formulation of LoCAL programmes in new countries:
- Plan
and launch expert design missions for country level assessments and
design of planning, financing, implementation, monitoring and evaluation
- Ensure institutional and operational support and cooperation at the country level
- Coordinate project country level start-ups and ensure provision of adequate oversight from LoCAL Secretariat
Coordinate with Regional Technical Advisors (RTAs), Chief Technical Advisors (CTAs) and affiliated staff:
- Coordinate across UNCDF regions with LoCAL focal points and with the head of Local Development Finance practice in each region.
- When
necessary, the PM will also provide managerial oversight and support to
active CTAs / RTAs who may be responsible for the incorporation of
LoCAL into ongoing programmes. In case of CTA absence, the PM will
provide managerial oversight and support to active UNCDF staff including
programme officers (PO), programme assistants (PA) and other pertinent
UNCDF staff;
- Facilitate the award and management of LoCAL financing via Performance Based Climate Resilience Grants (PBCRGs):
- Oversee
and facilitate Request for Proposals (RFPs) in countries and oversee
the selection process by conducting due diligence, short-listing and
presenting recommended proposals to the Project Board concurrently with
local implementation partners;
- Oversee the execution of agreed milestones in the MoU and ensure disbursements are made on time if/when conditions are met;
- Review
quarterly performance reports, analyze performance and work with
country and/or regional advisors to ensure timely intervention to keep
operations on track
Adopt and apply methodology for assessment of impacts achieved through LoCAL at the countries and communities level:
- Refine
assessment methodology from present pilot countries (Bhutan and
Cambodia) and introduce the lessons learned to new countries.
- Ensure
practical adoption of a standard and if necessary, a locally specific
methodology for assessments Provide for field validation of assessments
with the support of the Secretariat staff;
- Cite and apply
lessons learned from presently active pilots to new LoCAL iterations to
be launched throughout the project implementation cycle;
Explore partnerships with relevant programmes and initiatives:
- Liaise closely with the internal UN system initiatives to explore operational and implementation synergies.
- Contribute through evidence and experience to the various UN frameworks and conventions including UNFCCC, COP among others.
- Represent LoCAL in relevant events.
- Liaise
closely with potential local implementation partners for LoCAL
including local focal points for international development actors, local
governmental ministries, local governmental affiliates, among others.
Resource mobilization and corporate support:
- Develop strategies to mobilize additional resources based on programme resource requirements and new opportunities;
- Monitor country level and regional level opportunities for donor funds mobilization.
- Support
the efforts of, LDPA Director and Deputy Director, Regional Head of
Office and technical staff and UNCDF Partnerships and Communications
Unit to mobilize additional resources for the programme.
Impact of Results
Results of the work will have a significant impact on:
- Establishing
the lead position of UNCDF among development partners involved in
financing of climate change adaptation through local governments;
- Strengthening the capabilities of local governments to build locally-based climate resilience;
- Ensuring
programme outputs and good human and financial resources management are
directed at achieving the intended results of the programme.

Required Skills and Experience
|
Education:
- Advanced university degree in public administration, Social Sciences, Business management or related field;
Experience:
- Minimum
of 7 years relevant, practical working experience in the field of
international development working on local development, preferably in
least developed countries (LDCs) both at field level as well at senior
management positions and across more than one country.
- Minimum 5 years of experience in working with Local Government in developing and least developing countries.
- Deep technical knowledge of local government development planning and capital investment programs implementation.
- Experiences with similar assignments in LDCs and developing countries.
- Experiences
in development of the project document and start up the new project
with UNDP/UNCDF Programme and Project management standard
- Experience with new product development, testing, roll-out;
- Resource mobilization experience and record of success in reporting to and managing donor grants and reporting mechanisms;
- Strong
programme and project management experience with emphasis on
monitoring, evaluation and incorporating lessons learned into local
development projects and programmes;
- Excellent
organizational, inter-personal, communication and administrative skills,
including solid experience in financial management;
- Experience in implementing the Performance Base Grant Management system.
- Strong financial analysis and business project appraisal skills;
- Familiarity with UNCDF/UNDP rules and procedures is an advantage
