Job Summary

Emerging Markets is seeking energetic and enthusiastic candidates to
assist the Government of Timor-Leste with the National Program for Suco
Development (Programa Nasional Dezenvolvimentu Suku – PNDS). PNDS is an
initiative of the Government of Timor-Leste, jointly managed by the
Ministry of State Administration (MoSA) and Ministry of Finance, which
aims to work with communities at the village level to help eliminate
poverty by investing in community-driven infrastructure projects.
AusAID is assisting the government to
develop the PNDS through the provision of support services managed by
Cardno Emerging Markets.
An Inter-Ministerial Committee assisted
by an Inter-Ministerial Technical Woking Group has been leading the
planning and design of PNDS. The Technical Working Group with assistance
from a range of technical specialists is currently developing a Program
Operations Manual and a training system for PNDS. A National
Secretariat for PNDS has been established within MoSA to provide
technical assistance and manage program planning and design.
The government has made a budget
allocation to field test the program in five districts and to recruit
program staff in 2014. The Secretariat is in the process of establishing
a Human Resource Unit that will comprise six civil servants to manage
the process of recruitment and training in 2013; the intention is to
gradually develop into a full-fledged HR Unit with capacity to manage
the human resources for PNDS (approximately 400 personnel).
The Human Resource Management (HRM)
Adviser will play a lead role in the provision of HRM support services
to the PNDS Secretariat – particularly the recruitment, selection,
placement and performance management of staff.
The objectives of this role are to advise and assist the PNDS Secretariat to:
- Establish a HR Unit.
- Develop necessary systems to manage the process of recruitment and training during 2013.
- Gradually transition into a HR Unit capable of managing the human resources for the entire program.
- Provide high quality HRM services and training and development programs for program staff.
This position forms part of the PNDS
Support Services Program. The successful applicant will be part of the
Design and Policy Unit, a multi-disciplinary team that provides support
to the Government of Timor-Leste, AusAID and Cardno in the planning and
implementation of PNDS.

Reports to: Design and Policy Manager, Number of direct reports: nil
Key Responsibilities
- Work closely with the Secretariat HR Unit, Ministry and Civil Service Commission to prepare a recruitment and mobilisation plan for program staff.
- In consultation with the HR Unit and PNDS training teams:
- Develop systems for the recruitment of staff
- Develop logistical plans for selection of trainees at national and district level
- Develop systems for performance assessment of trainees that guides the eventual recruitment and contracting of Secretariat staff.
- Train the members of the HR Unit to manage the process of recruitment and training for PNDS including:
- Development and implementation of an annual work plan
- Development of ToRs/job descriptions for each role and setting standards for the recruitment of civil servants and other contracted staff.
- Provide advice and support about the development and implementation of HRM policies and procedures.
- Develop HR manuals and guidelines for PNDS that are consistent with GoTL policies and laws.
- Coach, mentor, counsel and develop the capacity of HR Unit staff.
Other Requirements
Adviser Remuneration Framework: Discipline Group B Job Level 3 Long Term Adviser (LTA)
- Tertiary qualifications in management, HRM, business studies or equivalent discipline.
- Ten plus years experience and proven track record in the leadership, management and implementation of HRM programs with emphasis on recruitment, selection and performance management.
- Demonstrated experience in the planning and implementation of capacity development activities.
- Demonstrated experience with and knowledge of Government of Timor-Leste civil service and labour laws and HRM systems.
- Experience working in development projects in low-capacity environments in the Asia Pacific region.
- Strong interpersonal skills and excellent verbal and written communication skills in English.
- Post graduate qualifications relevant to role.
- Language skills in Tetum and/or Indonesian.
Deliverables:
As defined in program annual plan and adviser’s work plan.
Position status:
Subject to final approval from AusAID, to be contracted for the period February – November 2013.
