Job Summary
The
National Program for Village Development (or Programa Nasional
Dezenvolvimentu ba Sucos – PNDS) is an initiative of the Government of
Timor-Leste (GoTL). It is jointly sponsored by the Ministry of State
Administration and Ministry of Finance. PNDS aims to work with
communities at the village (suco) level to help eliminate poverty by
investing in community driven infrastructure projects.
On 18 January 2012, the Timor-Leste Council of Ministers passed a
resolution on a new mechanism to accelerate development in all sucos
across the country. This mechanism will empower village communities to
be directly involved in their own development through planning,
construction and management of their own infrastructure. This mechanism
will accelerate the development of infrastructure facilities at the
village level as well as providing additional jobs and opportunities to
rural communities. The mechanism will be known as the National Program
for Suco Development or Programa Nasional Dezenvolvimentu Suku (PNDS).
AusAID is assisting the government to develop the PNDS through the
provision of support services managed by Cardno Emerging Markets.
The main objectives of this role are to:
- Assist the Operations Manager and HRM Manager in the recruitment, professional development and management of a large team of project staff, technical advisers and field staff.
- Ensure staff receive personnel management support including contracting, deployment, performance management, payroll, allowances, safety, security, insurance, medical benefits, and pastoral care services.
This position forms part of the PNDS
Support Services Program. The successful applicant will be part of the
Operations Unit, a multi-disciplinary team that provides support to the
Government of Timor-Leste, AusAID and Cardno in the planning and
implementation of PNDS.

Key Responsibilities
- Assist the management team in ensuring that staff receive high quality and timely personnel management support including contracting, deployment, performance management, professional development, payroll, salaries, allowances, safety, security, insurance, medical benefits, and pastoral care services.
- Liaise and work closely with Cardno staff in Jakarta about HRM procedures including payment of allowances, per diems and reimbursements.
- Support the development, costing and implementation of a recruitment plan.
- Prepare and review terms of reference for program staff.
- Assist with recruitment, selection and contracting processes for program staff.
- Assist in the set up and management of a personnel database.
- Prepare and review HRM policy and procedure documents
- Manage and monitor staff leave processes.
- Other tasks as requested.
Other Requirements
- Position HRM Officer open to Timorese nationals only
- Degree in HR management or a relevant discipline.
- At least three-years experience in a range of HRM functions such as personnel management, recruitment, payroll, contracting and/or procurement.
- Familiarity with the Timor Leste Labour Code.
- Expertise with Microsoft Office software.
- Strong interpersonal and team management skills.
- Experience working with an international organisation.
- Fluency in verbal and written Tetum and English.
- Previous experience on an AusAID project.
- Experience working with Government partners.
- Fluency in Indonesian.
Subject to final approval from AusAID, to be contracted for the period February 2013 – February 2014.
