Background:
The
Asia Foundation’s Afghanistan office is establishing a Project
Management Office (PMO) to support its three year strategic plan and to
generally improve its project management capability. The PMO
will introduce the discipline of project management into the
Afghanistan office and ensure that all of our projects are managed
professionally. The PMO concept is an internationally
recognized best practice that is used by organizations across the globe
to manage their “portfolio” of projects and to ensure that these
important investments succeed as planned. The PMO ensures that the fundamental principles of project management are applied to each project to reduce the risk of failure. The
Afghanistan office has a project portfolio of about 20 projects funded
by 10 different international donor agencies of varying size and
complexity that are valued at approximately $50 million.
An important function of the PMO will be Monitoring & Evaluation (M&E). The
M&E Manager will be part of the PMO and will deliver M&E
advisory services across the entire portfolio of programs as depicted
below. However, approximately 50% of the M&E Manager’s
time will be initially dedicated to the two M&E intensive programs
coded in yellow below, i.e. the USAID funded MORE (Ministry of Women’s
Affairs) project and Survey of the Afghan People project. Both
of these programs collect and monitor a larger than average number of
indicators that require input into USAID’s special database repository.
Responsibilities:
- Establish M&E process and standards
- Coach, train, and advise Program Managers and project staff on M&E principles and procedures
- Ensure that every project in the portfolio is implementing its M&E requirements per the donor agreements for that particular project
- Take the lead in developing Performance Monitoring Plans (PMP) for projects
- Oversee implementation of the M&E plans on TAF projects as required
- Take the lead on the preparation of the M&E approach in office proposals
- Take the lead responsibility for the M&E function on the MORE and Survey of the Afghan People projects, initially.
- Manage and coach national M&E project staff
- Eventually recruit and train an Afghan national M&E Manager to replace your position
Requirements:
· At
least a Bachelor’s degree in social sciences, international
development, project management, MBA, MPA, or other relevant degree.
· Advanced training in M&E
· 10+ years of work experience in M&E
· Experience with USAID M&E requirements
· Experience with donor relationship management
· M&E training experience a plus
· Excellent human relations and diplomatic skills
· Excellent problem solving and communication skills, and ability to deal with a variety of people and situations
· Ability to work in a fast-paced project environment
· Professional presence and appearance
· MS Office package skills
· Afghanistan experience a plus
· Excellent English skills required; Dari/Pashto ability a plus.
Duration:
- One year with the possibility of extension
