Summary:
Grants Compliance Specialist assists in the daily management of
contracts and grants, works in accordance with IRD HQ guidelines and
procedures, and reports to HQ as required. In line with best practices
and in keeping with applicable USAID regulations, OMB Circulars 122, 133
and Federal Acquisition Regulations - Grants Compliance Specialist
assists to prevent, detect, and correct violations of law, regulations,
IRD policy and procedures; assures the establishment of
compliance-related policies and procedures for project operations;
provides timely internal reporting of questionable or inappropriate
activities to enable timely investigation and resolution of contractual
matters; and assures appropriate corrective action is taken to prevent
recurrence of misconduct.
Specific Job Functions:
• Ensures that IRD’s grant and contract compliance plan meets program
needs and, when necessary, adjusts to meet implementation realities;
• Reviews project files ad field office procedures for possible fraud or corruption;
• Records findings of suspicious documentation, questionable practices and procedures of field offices;
Essential Job Functions:
• Assists in developing solicitations for grant applications,
evaluation of applications, and determining appropriate type of grant
instrument;
• Establishes and maintains communication with subcontractors,
subgrantees, and vendors to ensure smooth administration of sub
instruments;
• Reviews all subgrantee and subcontractor invoices for compliance with contractual terms and conditions;
• Ensures Technical Approval/review if provided for all reported deliverables on sub-contractor/grantee invoices;
• Uploads all required information into main compliance database;
• Assists Program controls units and provides information as requested;
• Collaborates with compliance audits; and
• Other duties as assigned.
Required Skills
• Bachelor's degree in Business Administration, Contracts Management,
or related field with 5+ years of experience in USAID contract and
financial assistance award administration with one or more major
contractors and/or NGOs.
• Demonstrated working knowledge of OMB 122, 133 and 22 CFR 226 and 22 CFR 228.
• Experience with FAR and AIDAR Supplement.
• Prior experience with and ability to follow all aspects of
procurement process for goods and services under USAID prime assistance
instruments.
• Intermediate knowledge of Microsoft Office Suite.
• Fluency in English

Travel Requirements:
• Up to 60%.
Physical Requirements:
All IRD personnel who work in Afghanistan must be physically able: (i)
to function for extended periods of time wearing personal protective
body armor weighing approximately 35 pounds and a helmet weighing
approximately 5 pounds; (ii) to walk comfortably over rough terrain; and
(iii) to ascend up to six flights of stairs on a daily basis.
Candidates will be required to provide medical certification to IRD's
satisfaction of the absence of any conditions that might impair a
candidate's ability to meet these requirements.
