Project: The
government has passed laws to protect the environment from landfill
contamination. The problem is addressed in the Master Plan for National Urban
Domestic Solid Waste Treatment Facilities, 2012-2015. Among other tasks, the
plan targets the rehabilitation and securing of 1,882 uncontrolled landfills in
or near major cities and towns. To address these shortcomings and work toward
achieving the goals set under the master plan, the government requested TA to
strengthen the PRC's capacity to manage heretofore uncontrolled landfills.

Experience: - The
specialist should have a postgraduate degree related to environmental
engineering and preferably specialization in MSW management. Or he should have
a postgraduate degree related to environmental law and over 5 years of
experience in environmental law and institutional capacity building;
- The specialist should also have experience in
environmental management and landfill remediation, having managed projects
concerned with site contamination and landfill remediation;
- The specialist will be experienced in designing technical
guidelines related to environment management;
- He/she should also have over 10 years of work experience
in landfill closure, confinement, and clean-up. The specialist will be familiar
with PRC policies and regulations related to MSW management, landfill
engineering, and waste reuse;
- Experience in working with international consulting firm
or international organization/international agency will be an advantage;
- Fluency in Chinese is mandatory.
