IRD
is seeking candidates as Compliance Officer for the upcoming Regional
Agriculture Development Program-South in Afghanistan. The program
will foster economic growth for farmers and agribusinesses, strengthen
market access, build food security, and enhance three to four targeted
high-value agricultural value chains as well as wheat, and at least one
livestock value chain. The program will also continue to address
counter-narcotics and transitional development objectives within the
overall program goal of improved long-term agricultural development. The
Compliance Officer will provide overall project leadership, strategic
guidance, managerial and technical oversight with final responsibility
for achieving cost effective, timely, contractually compliant project
results and impacts.
Essential Job Functions:
- Ensure compliance with regulations, USAID policies, and USAID/Afghanistan Mission Orders and IRD rules and regulations;
- Establish standards and procedures to ensure that the compliance program throughout the project are effective and efficient in preventing, detecting, identifying non-compliance as well as correcting noncompliance with applicable rules and regulations;
- Ensure compliance with IRD organizational policies, procedures and internal controls;
- Ensure due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
- Lead the implementation of vendor and grantee vetting processes
- Liaise closely with IRD’s department of contacts, internal audit, and finance in the implementation of all tasks.
Required Skills & Experience:
- At least 5 years of experience in audit, procurement, finance, management or legal responsibilities;
- Demonstrated knowledge of USG and USAID regulations, policies and compliance requirements related to international assistance programs;
- Excellent interpersonal skills and demonstrated ability to motivate staff to be accountable for program outcomes;
- Experience in Afghanistan is a plus.
Education
- Master’s degree in accounting, finance, or other related fieldpply
- A Relevant certification from internationally recognized compliance or auditing organization (Institute of Internal Auditors, International Standards Organization, American Society for Quality, International Register of Certified Auditors, etc.)
