IRD is seeking Chief of Party (COP) candidates for an anticipated
USAID –funded education strengthening project in Iraq. Working closely
with teacher training institutes, Ministry of Education provincial and
central offices and select schools, the project will support the
Government of Iraq's capacity to deliver quality primary education
(improved student learning outcomes and sustained enrollment rates),
particularly among vulnerable populations, by addressing key constraints
and opportunities that exist along the service delivery chain,
especially teacher training, improved school management and curriculum
and pedagogy reform for addressing The COP will provide overall project
leadership, strategic guidance and managerial and technical oversight,
with ultimate responsibility for achieving cost effective, timely,
contractually compliant project results and impacts.
Essential Job Functions
• Oversee the establishment of effective project reporting, monitoring
and evaluation, financial management, personnel and procurement systems;
• Supervise senior project technical and administrative staff;
• Represent and serve as primary point of contact, for the project with USAID, the host government and donors; and
• Monitor program indicators and evaluate results for improved program implementation.
Required Skills
• Masters’ degree in education, international education, education administration or a similar field.
• Minimum of 10 years of technical and project management experience on
international projects in the areas as basic education strengthening,
educational sector reform, and education improvement
• Minimum of two years of experience managing complex donor education projects as a COP, Deputy COP, or Country Director
• Minimum of two plus years of donor-funded project work experience in the Middle East
• Oral and written fluency in English
• Advanced proficiency with Microsoft Office applications (Word, Excel, Access)
