Position: Program Manager - Media, Elections &
Governance Program
Location: Kabul, Afghanistan
Note: This initial short-term, contract position is
contingent on AusAID funding and may be expanded into a longer term position,
depending on funding.
Scope of Work:
- Develop long term (2.5 year) training and work plans with 9 Afghan partners (media and civil society) to enable effective implementation and oversight of a range of media and civil society governance/elections programs
- Ensure a collaborative process in design of program deliverables with local implementing partners to enhance partner “ownership” of design and project management
- Ensure thorough, yet achievable M&E plans are included in each partner activity and reporting plans, in line with the donor approved program proposal
- Develop sub-awards (sub-grants or contracts), in line with Internews guidelines for each implementing partner as appropriate. Ensure sign off from partners, after approval from the Donor and Internews HQ.
- Recruit and mentor local program management staff, ensure they are involved in the partner sub-award development and implementation plans.
- Provide weekly activity reports to the Internews Afghanistan COP, and provide monthly progress reports for the donor, including development of a reports template and plan.
- Research elections issues and other donor activities in relation to elections to enhance collaboration and mitigate duplication of elections outreach programs
- Liaise with leading elections civic education agencies, including regular meetings with the Afghan Independent Elections Commission
- Donor liaison as required, in consultation with the Internews COP
- Work with the internews COP to recruit a dynamic long term international Program Manager (2.5 years) and a short term international elections reporting trainer
- Journalism & elections reporting experience
- Media training program design and management experience
- Program management experience
- Staff management, mentoring and training experience
- Experience in Afghanistan, capacity building Afghan media
