Position: Monitoring and Evaluation Adviser
Duration: 5 years; full-time

Description: Cardno Emerging Markets seeks expressions of
interest for a Monitoring and Evaluation Adviser for an upcoming
regional, anti-trafficking program in Southeast Asia funded by
Australian Aid. The program will work to bolster the capacity of
national and regional institutions dealing with detecting,
investigating, and prosecuting those responsible for trafficking in
persons (TIP). In addition, the program will improve the region’s
ability to protect, care for, and advise victims of trafficking. The
program will continue efforts to strengthen the national and regional
legal frameworks for anti-trafficking. The project will be based out of
Bangkok, Thailand, and will also operate in Indonesia, Vietnam, the
Philippines, Cambodia, Laos, and Myanmar.

Key Responsibilities
Core Responsibilities
- The Monitoring and Evaluation Adviser will work closely with the senior project staff to design a monitoring and reporting system to help inform the donor, Cardno and senior project managers of project status and progress toward achievement of key results as agreed in the annual work plans.
- Assist in the development of relevant milestones and indicators for substantive accomplishments in each of the project's main task area.
- Ensure that the M&E system is able to deliver performance information against the intended outcomes. Identify with the Team Leader and other senior project staff what the key areas of focus are, and ensure that there is a suitably robust methodology in place to collect, analyse and report on the data.
- Work with the Team Leader and AusAID to ensure that progress reports are presented in a format that meets AusAID’s and Cardno’s Quality at Implementation (QAI) reporting requirements.
- Work closely with research teams and other consultants to ensure that any research conducted under the project is carefully designed and able to provide insight into project processes, outcomes and targets.
Other Requirements
Qualifications, Skills and Experience
Essential:
- 5+ years’ experience in donor-funded program monitoring and evaluation, including systems design, implementation, and management
- Advanced degree in research, law, economics, political science or other relevant field
- Where a post graduate degree in research or evaluation methods has not been completed, evidence of the quality of research or evaluation activities previously designed and conducted
- Proven ability to design and implement a monitoring and evaluation plan for development programs; familiarity with theory of change models
- Experience mentoring and leading junior staff on M&E activities
- Excellent written and oral communication skills
- English proficiency required.
Desirable
- Experience designing and leading monitoring and evaluation of AusAID-funded programs
- Familiarity with criminal justice systems in South East Asia
- Working knowledge of one of the target country languages
