The incumbent is responsible for the following:
1. Liaises and coordinates on Host Country Relations.
2. Leads discussions, negotiations and deliberations with the Host
Country in matters that affect the status of UN staff members and their
dependents. Acts as the primary focal point in discussions with the
Ministries of Foreign Affairs, Interior Transport, Finance (Customs),
etc.
3. Maintains liaison with the Host Country and facilitates
discussions on issues noted in the host country agreement in order to
provide pertinent information, guidelines, advice and arrangements, as
necessary, to ESCAP senior management.
4. Assesses on an ongoing basis the relevance and suitability of the terms of the Host Country Agreement.
5. Ensures effective and efficient provision of liaison with the
Host Government in order to provide administrative support services to
ESCAP staff.
6. Initiates and fosters possible future inter-organizational
collaboration with other UN Agencies, Programmes and Funds present in
Thailand on matters pertaining to Host Country Relations, including
collaboration with the relevant government counterparts on streamlining
administrative/clearance procedures between both parties.
7. Manages and oversees the work of the team, providing direction
and guidance as required, including performance management, financial
resources planning, and training of staff
8. Provides support to the Office of the Chief, Division of
Administration, on inter-related operational and logistics activities of
the Division, including VIP protocol services, as required.
9. Performs other duties, as needed.

Education
|

Advanced
university degree (Master’s degree or equivalent) in international
relations, public administration, business administration, or other
related field. A first-level university degree in combination with two
additional years of qualifying experience may be accepted in lieu of the
advanced university degree.

|
Work Experience
|
|
|
|
A
minimum of three years of progressively responsible experience working
with the public sector (e.g., Ministries, Government Offices, Embassies,
Permanent Missions, etc.), or in administration, preferably relating to
public relations or host country relations in Thailand. Experience in
dealing with Senior Thai government officials is highly desirable.
Experience in an international setting is desirable.
Relevant IT skills, including familiarity with Microsoft Office is required.

Languages
|

English
and French are the working languages of the United Nations
Secretariat. For the post advertised, fluency in oral and written
English and Thai is required. Knowledge of another UN official language
is an advantage.

Appointment against this post is on a local basis; candidates shall
be Thai nationals and will be recruited in the country or within
commuting distance of the ESCAP office. If no suitable local candidate
is identified, Thai nationals residing abroad may be considered. The
candidate is responsible for any costs related to traveling and
relocating to Bangkok in the event of an employment offer.
Note to current staff members at the General Service level:
Should a current General Service staff member be selected for this
post, he/she would need to resign from his/her General Service
appointment before receiving a new appointment at the NO level. Locally
recruited General Service staff members applying to this post must meet
the minimum requirements, including academic qualifications and years
of relevant professional experience. Relevant experience at the GS-6
and GS-7 levels may be counted as professional experience.
