Org. Setting and
Reporting
This post is located within the Energy Section, Sustainable
Development and Productivity Division (SDPD) of the Economic and Social
Commission for Western Asia (ESCWA). The Chief of Section reports directly to
the Director of SDPD.
Responsibilities
Within delegated authority, the Chief of Energy Section will
be responsible for the following:
1- Provides policy guidance to the Division Director, on
conceptual strategy development and management of the implementation of overall
strategies and intra and inter-divisional/departmental policies and procedures
in the field of energy with exposure to climate change mitigation issues and
policy environment.
2- Plans and oversees the management of activities
undertaken by the Energy Section; ensures that substantive work programmes and
programmed activities are carried out in a timely fashion, coordinating
projects from different sources of funding in the Section, and, in liaison with
other entities of the United Nations System, regional organizations as the
League of Arab States (LAS),donors and agencies as appropriate;
3- Manages, supervises and carries out the work programme of
the Energy Section under his/her responsibility. Co-ordinates the work carried
out by the Energy Section; provides programmatic and substantive reviews of
drafts prepared by others;
4- Provides substantive input in the preparation of
parliamentary documents, policy papers and reports for presentation to
intergovernmental bodies, particularly the ESCWA Committee on Energy;
5- Ability to produce reports and papers on energy technical
issues (which include but are not limited to energy sources (renewable energy,
oil and gas); and forms (electrical, mechanical and thermal energy); energy
efficiency, access to energy services, energy policy analysis, natural resources economics and environmental
policy and to review and edit the work of others. Contributes to the reporting
to intergovernmental bodies on substantive issues, as appropriate, particularly
those presented in biannual and/or annual reports;
6- Ensures that the outputs produced by the Energy Section
maintain high-quality standards; that reports are clear, objective and based on
comprehensive data. Ensures that all outputs produced by the Energy Section
under his/her supervision meet required standards before completion to ensure
they comply with the relevant mandates.
7- Prepares inputs for the strategic framework and work
programme of the Sustainable Development and Productivity Division, determining
priorities, and allocating resources for the completion of outputs and their
timely delivery.
8- Carries out programmatic/administrative tasks necessary
for the functioning of the Energy Section, including preparation of budgets,
assigning and monitoring of performance parameters and critical indicators,
reporting on budget/programme performance, preparation of inputs for
results-based budgeting, evaluation of staff performance (ePerformance),
interviews of candidates for job openings and evaluation of candidates.
9- Recruits staff for the Energy Section taking due account
geographical and gender balance and other institutional values.
10- Manages, guides, develops and trains staff under his/her
supervision.
11- Fosters teamwork and communication among staff in the
Energy Section and across organizational boundaries.
12- Represents the Organization at inter-agency meetings,
seminars, etc. on substantive-related issues.
13- Participates in international, regional or national
meetings and provides programmatic/substantive expertise on an issue, or hold
programmatic/substantive and organizational discussions with representatives of
other institutions.

Education
Advanced university degree (Master’s degree or equivalent)
in economics, engineering or related area. A first-level university degree in
combination with qualifying experience may be accepted in lieu of the advanced
university degree. A PhD is desirable.
Work Experience
A minimum of ten years of progressively responsible
experience in managing energy-related programs and projects, and formulating
policies in the energy sector. Knowledge of research-oriented project
management is desirable. Work experience
in developing countries, preferably in the countries of the ESCWA region, is
desirable.
Languages
English and French are the working languages of the United
Nations. Arabic is also a working language of ESCWA. For this post, fluency in
written and spoken English and Arabic is required. Knowledge of French is
desirable.
