Position Title: Senior Manager - Human Capital and Support Services
Location: Kuala Lumpur, Malaysia
The SEACEN Centre seeks a suitable candidate for the position of Senior Manager - Human Capital and Support Services.
ROLE OVERVIEW / OBJECTIVE:
Provide key strategic support to the Deputy Director of Support Services Division, Senior Management and Organization in the orderly and efficient planning and implementation of SEACEN’s human resources management, budget, and administrative operations; that are aligned with SEACEN’s vision, mission and strategic direction.
PRINCIPAL ACOUNTABILITIES:
HR Management:
- End-to-end management of the Human Capital Strategic function through planning and implementation of strategies and initiatives for effective human resources management in recruitment and selection of best talent.
- Retention and motivation of staff through suitable employee engagement initiatives.
- Manage a focused staff performance appraisal system with the appropriate incentive system that inculcates a high performance culture.
- Continuously recommending/updating the terms, conditions and benefits of staff in line with the requirements for SEACEN and approved by the Executive Committee (EXCO) and Board of Governors (BOG).
- Ensure overall HR Management in line with related Malaysian labour laws and statutory bodies.
- Monitor, update and initiate administrative processes and procedures to ensure cost effective and efficient administrative operations that are consistent with the approval of the EXCO and BOG.
- Manage procurement process and ensure policy and guidelines are adhered to.
- Management of the annual operating Budget for the Performance and Support Services Unit, through required coordination of the preparations of annual operating budget of SEACEN for approval by the SEACEN EXCO and BOG.
- Supervise and monitor the implementation of approved budget that are in line with the EXCO and BOG approval and ensure that the total disbursements are within the approved budget.
- Supervise the administration of the budgetary system, maintenance of the accounting records and preparations of financial statements that comply with the approved accounting rules and regulations and Malaysian laws and consistent with the requirements of the SEACEN EXCO, BOD and BOG, as well as the external and internal auditors.
- On matters concerning accounting, human resources and administration to ensure compliance with Malaysian laws.
- Exercise judgment and initiative in the identification and solving of problems/issues arising from SEACEN’s human resources, financial and administration management.
- Undertake other responsibilities and projects as assigned by Executive Director or Deputy Director of Support Services as required.
- Candidate must possess at least a Bachelor's Degree, Professional Degree, Master's Degree in Human Resource Management, Business Studies/Administration/Management, Finance/ Accountancy/Banking or equivalent.
- Required skill(s) and proven experience in HR Strategy, HR policy and procedures, Change management, Benefits and compensation management, Strategic and Business planning, Performance management, Employee Relations, Labor and Industrial relations and Financial Analysis.
- Must have proven experience in Procurement and Administration Policy and processes.
- At least 6 year(s) of working experience in the related field is required for this position.
- Preferably Managers or Senior Managers specializing in Human Resources or equivalent who are keen to be challenged in a dynamic environment.
