Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Project Office of UN-Habitat (UN-Habitat occupied Palestinian territory).

Responsibilities
Under the supervision of the International Chief Technical Advisor/Team Leader for the occupied Palestinian territory, the incumbent’s responsibilities will be as follows:
-  Project/Programme Development: Providing technical inputs into the development and revision of a Habitat Programme Document for the oPt and participating in the development of programmes and projects which are in line with the relevant Governing Council Resolutions, the Habitat Programme Document, the UNDAF for oPt and the Palestinian National Development Plan.
-  Project Management: Ensuring effective and timely execution of UN-Habitat projects, through technical guidance, quality, cost control and management support; coordinating overall work plans and liaising with  implementing partners to ensure quality and timely implementation of Agreements of Cooperation; conducting periodic field visits, monitoring progress of  project activities and initiating procurement and recruitment of necessary human resource needs.
-  Advisory Services: Providing high-quality technical input into project activities which are implemented by UN-Habitat directly.
-  Programme Management: Ensuring effective and efficient management of financial and administrative issues related to project implementation, preparing relevant documentation and reports, supervising the performance of assigned staff; taking part in the UN-Habitat Programme Management Team for the oPt.
-  Representational Role: Representing the Agency vis-à-vis the project partners and affiliated organisations within the framework of the assigned project, and as part of different coordination mechanisms, as requested by the Team Leader for the oPt; ensuring proper knowledge management with regard to urban planning issues in the oPt.
- Perform other related duties as assigned.

Competencies
Professionalism: Understanding and knowledge of urban planning issues and related participatory approaches.  Ability to build local, national and international partnerships. Knowledge of urban planning issues (incl. legal and institutional frameworks, capacity development, land management/administration, etc.). Familiarity with UN-Habitat's mandate, approaches and strategies in the area of participatory planning, urban governance, land, housing and improvement of access to basic services.
Planning and Organizing:  Proven ability to plan, coordinate and monitor own work; ability to work under pressure and use time efficiently; identifies priority activities and assignments and adjusts priorities as required; proven organization skills and ability to manage a heavy workload efficiently and within set deadlines.
Communication: Ability to write clearly and effectively; listen to others, interprets messages correctly and responds appropriately; demonstrates openness in information sharing and keeps everyone informed; strong conceptual skills combined with a proven ability to write technical and normative documents addressing a variety of audiences;
Creativity: Actively seeks to improve programmes or services; offers new and different options to solve problems or meet client needs; promotes and persuades others to consider new ideas; takes calculated risks on new and unusual ideas, think “outside the box”; takes an interest in new ideas; is not bound by current thinking or traditional approaches.

Education
Advanced university degree (Master’s degree or equivalent) in urban planning or related field.  A first-level university degree with qualifying experience may be accepted in lieu of advanced university degree
               
Work Experience
A minimum of ten years’ experience in urban planning issues and local governance, with emphasis on developing countries.  Proven experience in project management. Excellent working knowledge of MS Office-Word, Excel, Power Point; GIS-based software, graphic illustration programs.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.  Knowledge of oral and written Arabic is desirable.
               
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
