Background
Following the signing of the Gulf Cooperation
Council peace initiative in November of last year, the Republic of
Yemen has embarked on a two-year transition agenda. Against the backdrop
of this political transition, and the request of the Yemeni
authorities, the United Nations has articulated a Joint UN Framework to
Support the Transition in Yemen, 2012-2014, which provides an important
basis for UN assistance during this period. In this context, Rule of Law
(RoL) has been identified as a key priority for Yemen, and for
international assistance. In explicit contribution to this transition
agenda, the Government of Yemen, in close cooperation with UNDP and
other development partners, has created an Emergency Capacity
Development Facility (ECDF) as a multi-partner platform to support the
national leadership during the transition. Within this initiative, one
module will focus on providing technical support and institutional
capacity development to the Ministry of Interior, one of the core
institutions in charge of contributing to a peaceful environment for the
transition.

Duties and Responsibilities
|
- Provide leadership and strategic thinking to ensure proper implementation of project activities;
- Overall management and planning of the implementation of the project’s outputs and activities;
- Manage
and administer the day-by-day operations to ensure the effective
implementation of the activities of above mentioned project;
- Initiate
coordination with relevant national organizations, private sector
companies and civil society initiatives where necessary;
- Undertake
all necessary financial arrangements, processes, request for
authorizations, payments and ensure financial accountability;
- Ensure the Project Board is formed;
- Arrange and coordinate the Project Board and act as Secretariat of the Committee;
- Prepare the work plan, quarterly, progress, annual reports and Terminal Report;
- Undertake any other related tasks at the request of the Project Board;
- Supervise all staff assignment and consulting agreements;
- Act as a secretary of the Project Board;
- Perform
other related duties as requested by the Chief Technical Advisor, Rule
of Law focal point or other Governance team manager.

Required Skills and Experience
|
Education:
- Advanced university degree in law, human rights, international development or other relevant fields.
Experience:
- 7 years working experience preferably in the field of policing relevant discipline in Yemen;
- 5 years of experience in project management in the public or private sector;
- Proficiency in computer, including MS Word, Excel, Outlook and other packages;
- Excellent verbal and written communications skills;
- Strong research skills;
- Resourcefulness and strong networking skills.
Language Requirements:
- Fluency in spoken and written English and Arabic is required.
