Background

Organizational Context:
The Governance for Local Economic Development Programme (GLED) is UNDP Sri Lanka’s new flagship programme for strengthening local governance capacities and improving socio-economic opportunities in vulnerable regions in the country.
While still in the design stage, it is envisaged that GLED will comprise of 4 main pillars:
- Improving local capacity (District and Provincial) for planning and managing service-delivery;
- Increasing
the skills, abilities and opportunities of vulnerable communities to
participate in local planning and decision making;
- Enabling vulnerable groups to engage in sustainable local economic development initiatives; and
- Ensuring policy makers and development partners are aware of the practices and lessons learned generated by the programme
Under
the overall guidance of the Deputy Country Director and the direct
supervision of the Cluster Lead for the Governance for Empowerment and
Social Inclusion Cluster, the GLED Programme Manager is be responsible
for and oversees the management of the directly implemented components
of GLED, to ensure the effective implementation of the project
portfolio, including the ownership of the budget and the delegation of
financial authority. Additionally, the GLED Programme Manager is
responsible for ensuring close coordination and sharing of information
with the nationally implemented components of the programme.
She/He
will directly supervise the team of programme officers at the Programme
Management Unit (PMU) in Colombo as well as the field-based project
teams and technical advisers of the different projects under GLED.
The
GLED Programme Manager is expected to establish and maintain close
interaction with relevant professional staff on substantive and
operational matters relating to GLED, and regularly liaise with senior
technical and managerial counterparts in the Government, within the UN
system, as well as donor and NGO communities.

Duties and Responsibilities

Functions / Key Results Expected
Summary of key functions:
- Overall
direction, management and supervision of implementation of the GLED
Programme in line with UNDP’s and local partners’ priorities and
approved project agreements, and as per UNDP operational policies and
guidelines. This includes management and coordination of a larger team
of project staff based in the Colombo Programme Management Unit and
field deployments;
- Put in place an effective
monitoring and evaluation system and ensure quality and timely reporting
according to country office and donor reporting schedules.
- Develop,
strengthen and maintain constructive working relations and partnerships
with key partners and counterparts, including government officials,
other recovery agencies, and donors including for the purpose of
resource mobilization;
Function
/ Expected Results: Overall direction, management and supervision of
implementation of the GLED Programme in line with UNDP’s and local
partners’ priorities and approved project agreements, and as per UNDP
operational policies and guidelines. This includes management and
coordination of a larger team of project staff based in the Colombo
Programme Management Unit and field deployments:
- Ensure technical coherence, quality and standard throughout the programme and its project components;
- Maintain
close working relations with national and local project counterparts to
ensure optimum programme impact as well as participation and ownership
by national authorities and other partners;
- Lead
and direct programme work planning in all its aspects, including
forecasting of programme requirements for the first year (2013) and
beyond, timing and priorities, budgeting, work distribution and tasking
to ensure satisfactory progress and timely completion of the overall
programme and its constituent project components;
- Supervise
and manage the work of all project staff in Colombo and the field, and
conduct performance assessments as per agreed TORs and workplans;
- Ensure
close coordination, harmonized planning and information exchange with
the nationally implemented components of the Programme.
- Maintain
necessary oversight over programme workplans and budgets to ensure that
these remain current at all times, and thereby facilitate the
achievement of planned delivery of UNDP assistance;
- Adhere
to UNDP’s rules and regulations and internal control mechanisms in the
areas of contracting, assets, procurement, recruitment etc, as required.
- Serve as approval authority for financial transactions in ATLAS up to designate level, as required.
- Be
responsible for ensuring the effective and efficient utilization of all
programme financial and human resources with a view to maximizing
programme performance and impact;
- Identify
bottlenecks and constraints to implementation and undertake or
recommend, as appropriate, corrective action for addressing and
overcoming these;
- Identify and synthesize best practices and lessons learned from the programme for organizational learning
Function
/ Expected Results: Put in place an effective monitoring and evaluation
system and ensure quality and timely reporting according to country
office and donor reporting schedules:
- Establish
an effective monitoring and evaluation system, including field level
data collection systems and central databases for analysis so as to
provide necessary information to report against project related
indicators and targets.
- Ensure timely and accurate
input to the Country Office for compliance with programme-related UNDP
and donor reporting obligations and requirements (includes drafting of
annual progress report).
- Ensure periodic
collection of case studies, human interest stories, new partnerships and
best practices for inclusion in donor reports, the UNDP newsletter and
UNDP website
- Support/facilitate external evaluation, audits and donor assessments;
Function
/ Expected Results: Develop, strengthen and maintain constructive
working relations and partnerships with key partners and counterparts,
including government officials, other recovery and development agencies,
and donors, including for the purpose of resource mobilization and
policy advocacy:
- Strengthen and
maintain a substantive network of partnerships with relevant national
counterparts at different levels, civil society organizations, national
NGOs, the private sector, implementing partners, and the donor
community;
- Support the country office to meet
resource mobilization targets including by providing technical inputs to
donor proposals and maintaining a responsive donor liaison system;
- Guide
and oversee implementation of an effective communication strategy to
promote and foster awareness about the programmes among its multiple
stakeholders and the public at large;
- Contribute,
as much as possible to national policy dialogues and stakeholder groups
to promote and strengthen UNDP support to policy advice and capacity
building at the national level.
Impact of Results
At
the national and district levels, UNDP’s role in and support to
inclusive development is strengthened, and entrusted resources
effectively and efficiently delivered.
Key Indicators:
- Achievement of results as identified in approved programme and project agreements, and programme planning frameworks
- Effective and efficient delivery of financial resources in line with the above.
- Mobilization of additional resources (financial and other) in support of the work of the programme
- Expanded
partnership with the programmes and initiatives of other UN system
agencies, bilateral and multilateral organizations; NGO/CBO actors in
Sri Lanka
- Feedback from partner surveys, independent evaluations and assessments, audit etc.
- Quality of reporting, monitoring and improvements introduced into the programme and its project component

prevention and recovery, poverty alleviation and/or local governance,
with the ability to implement core policies and targets in her/his
project portfolio
- Knowledge of UNDP cross-cutting themes Capacity-building, Gender, Human Rights, and HIV/AIDS
- Knowledge of UNDP/UN regulations, rules, policies, procedures and practices an advantage
Knowledge of UNDP/UN programs in Sri Lanka an asset
- Excellent computer/information systems skills, including resources management system

Required Skills and Experience
|
Education:
- A Masters degree or equivalent in social sciences, development, economics or a related discipline.
Experience:
- 5
to 10 years of progressively responsible professional experience
including first-hand experience with managing livelihood and governance
development projects
- Experience managing a large and decentralized team
- Experience working with and reporting to multiple donors
Language Requirements:
- Fluency in English a requirement, in addition to Tamil and/or Sinhala.
