Under the general direction of the Director of Education, the incumbent will be responsible for providing support and assistance on a range of issues directly related to the Education Department and the reform process. In accordance with the established Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
Provide general support to the Director of Education in managing the reform process; contribute to ensuring that responses to requests for documentation or briefings are aligned with the Department’s strategic vision;
Support the four support areas of the reform; contribute to the initiation and follow-up of strategic partnerships in support of the reform process, including with international donors and technical Agencies;
As part of the incumbent’s support to reform, provide support to research, specifically with regard to data analysis, the review of relevant international research, research sharing and the coordination of research activities;
Contribute to internal and external advocacy and communication; support the setting up of the education governance strategy;
Provide support to strategic planning and results-based management in the Education Department.
Professional Knowledge and Experience
A university degree in education, development, international relations or a related field;
At least six years experience in education management or development studies in education within which at least two years should be at international level;
Excellent command of written and spoken English.

Ability to think strategically, independently, plan and prioritize own work, work well under tight deadlines, and handle multiple concurrent activities;
Positive attitude and strong analytical, interpersonal and communication/advocacy skills;
Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect of diversity;
Proven excellence in drafting, particularly in analytical writing, report writing and written communication on research, operational and organizational development matters;
Understanding of results based management;
High level of political and organizational awareness;
Proven ability to exercise the initiative and resourcefulness necessary for prioritizing multiple clusters/components;
Ability to plan and use instructional strategies, activities and materials that appeal to and challenge diverse interests, utilize individual strengths, and accommodate various styles of communication and learning;
Ability to develop clear goals and identify priority activities and assignments;
Excellent knowledge of MS-Office.
Desirable Qualifications
Advanced university degree in education or development studies;
Knowledge of Arabic;
Experience in the United Nations system;
Knowledge of contemporary problems of the Middle East.
Equivalency
When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.
Additional Information
The incumbent will be based in Amman and may be required to travel throughout the Agency’s area of operations in the Middle East or beyond.
Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $60,091 net tax free with dependants or $56,091 single, plus post adjustment of 43% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance, mobility and non-removal allowance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
