Proposal Summary:
The
goal of the broader PFG bilateral engagement is to shift the
Philippines from a low growth path to a higher, sustained and more
inclusive growth on par with other high‐performing emerging economies.
The COMPETE Project is intended to contribute to higher growth through
the better provision of infrastructure, increased competitiveness of key
industries, and increased access to credit. USAID will support measures
that lower transport and logistics costs, reduce the cost of
electricity, and promote the expansion of businesses in the priority
sectors identified in the Philippine Development Plan, primarily in
tourism and agribusiness.
The purpose of this contract is to
provide technical assistance and services to support USAID’s Advancing
Philippine Competitiveness (COMPETE) Project. The Contractor will work
towards increasing the levels of domestic and foreign investment,
increasing employment opportunities and raising domestic incomes by
improving the provision of quality infrastructure, more competitive
industries, and credit facilitation.
Position Background:
Businesses
have repeatedly identified infrastructure weaknesses as a key obstacle
to investment in the Philippines. The lack of infrastructure ranks as
one of the top challenges facing the Philippine economy. The poor state
of infrastructure has exacerbated the cost of doing business and
adversely impact the competitiveness and attractiveness of the country
as a business destination. Several factors constrain infrastructure
development in the Philippines: (1) lack of public financing; (2) weak
institutional capacity of government agencies to develop and prepare
related‐ infrastructure feasibility studies; (3) unstable and
inconsistent political and regulatory environment; and (4) a lack of
transparency and competitiveness in the procurement and contracting
process. It is estimated that an investment of at least 5 percent of GDP
is needed to meet basic infrastructure requirements. Given the fiscal
constraints faced by the government, the country needs to encourage
greater private investments in infrastructure development. To address
this financing gap, the Aquino administration has made public‐private
partnerships (PPP) a flagship program and it is a major feature of the
2011‐2016 Medium‐Term Philippine Development Plan. To improve the
country’s infrastructure, the COMPETE Project envisions a broad approach
that will support efforts to: (i) strengthen the GPH’s Public‐Private
Partnership (PPP) Program; (ii) lower power costs; and (iii) improve
public infrastructure planning and budgeting.
Component Team Leader Qualifications:

The Component Team Leader must have the relevant specialist
post‐graduate degrees and at least ten years of relevant, progressively
responsible experience, preferably on a USAID funded program.
·
S/he should possess a combination of technical familiarity and
management skills that spans the subject areas covered by the project
and in‐depth experience in at least one of the major areas of
involvement.
· The candidate should be able to demonstrate
that he/she has the requisite experience to: a) effectively backstop and
reinforce the other long and short‐term specialists; b) ensure that
synergies among project elements are capitalized upon; c) ensure that
the project focus remains on achieving results; and d) manage an
effective monitoring and reporting system.
· Work experience in the Philippines is highly desired.
· Experience managing complex projects.
· Fluency in written and spoken English required. Fluency in Tagalog would be an advantage.
· Strong management skills and excellent interpersonal and written communication skills.
