This vacancy is open to applicants of either sex with an approach to

II. Organizational Context
|
||
UN
Women, grounded in the vision of equality enshrined in the Charter of
the United Nations, works for the elimination of discrimination against
women and girls; the empowerment of women; and the achievement of
equality between women and men as partners and beneficiaries of
development, human rights, humanitarian action and peace and security.
Placing women’s rights at the centre of all its efforts, UN Women will
lead and coordinate United Nations system efforts to ensure that
commitments on gender equality and gender mainstreaming translate into
action throughout the world. It will provide strong and coherent
leadership in support of Member States’ priorities and efforts, building
effective partnerships with civil society and other relevant actors.
In
line with this mandate, UN WOMEN Bangladesh has been supporting gender
equality and women's empowerment work through support to Government of
Bangladesh, UN and other international organizations, and Civil Society
Organizations. UN WOMEN set up its office in Dhaka in 2006 at the
invitation of the Government of Bangladesh and since then has been
supporting the implementation of various programmes. Some of the
specific programme areas in which UN WOMEN is involved in Bangladesh
include supporting the government institutions in strengthening the
national structures and mechanisms for gender mainstreaming in all
relevant government programme; projects, policies, actions and budgets;
ensuring safe migration of women; supporting efforts for the elimination
of violence against women; combating HIV/AIDS; CEDAW learning and
sharing both at national and regional levels; promoting economic
security for women; supporting excluded women’s network; and taking the
Beijing biennial review process forward.
UN
WOMEN has consolidated and intensified its work with a range of
stakeholders in Bangladesh including the government, the civil society,
women’s organisations, UN agencies and donors, towards the promotion of
gender equality and women’s empowerment. UN Women is closely working
with the government and other stakeholders and has the wherewithal to
influence policymaking as it has built its credibility on issues of
women’s empowerment in Bangladesh.
Under its programme, “Reducing
vulnerability of women affected by climate change through livelihood
options, the programme aims at reducing vulnerability of women in
selected disaster prone districts by building skills on sustainable
livelihood alternatives. It also seeks to transform women as change
agents to have a greater voice in shaping climate change, adaptation and
mitigation measures.
The
Programme Coordinator (Climate Change) will work under the direct
supervision of the UN WOMEN Bangladesh National Programme
Manager/Country Representative and in close collaboration with the
implementing partners and stakeholders involved with the program in Bangladesh and South Asia Regional Office in India.

III. Functions / Key Results Expected
|
||
Summary of Key Functions:
· Management and coordination of the Women and Climate Change programme
· Management of strategic partnerships under the Climate Change programme
· Facilitation of knowledge building to enable informed program responses
|
||
1.Ensures effective management and coordination of the Climate Change programme and quality control by:
· Ensuring
that progress is made in achieving the goals and objectives of the
programme in line with the program document and UN WOMEN values and
mission and through strategic and substantive inputs for program
implementation;
· Undertaking technical assistance and monitoring missions to the programme sites;
· Identifying capacity development needs and developing adequate solutions to ensure effective programme implementation;
· Monitoring
the development of, and providing substantive guidance and technical
inputs, to ensure the quality of products and capacity development tools
commissioned under the programme, with emphasis on ensuring
demand-driven approaches for training materials, training workshops,
tools, knowledge-sharing publications and outreach materials;
· Management
of sound accountability mechanisms in the programme and effective
application of RBM tools, establishment of management targets and
monitoring achievement of results;
· Developing,
finalising and implementing annual workplans and budget forecasts to
ensure timely and effective implementation within the given timeframe;
· Managing
and overseeing overall programme budget, in consultation with the
Program Head, and in close collaboration with the administrative and
finance staff.

2.Ensures management of strategic partnerships by:
· Building collaboration with implementing partners, national and state capacity development institutions;
· Engaging with civil society organisations to advocate for strengthening engendered climate change policies in Bangladesh;
· Analysis
and research of information on donors, preparation of substantive
briefs on possible areas of cooperation, identification of opportunities
for initiation of new projects, active contribution to the overall
office effort in resource mobilisation;
· Ensuring information flow and team-building across the diverse network of partners and stakeholders involved in the programme;
· Utilising
effectively on-going coordination mechanisms to ensure coherence of the
program with other processes in the country including national
development policy-making, UN programming and coordination processes
(UNDAF, UN Climate Change Cluster, etc.);
· Ensuring
effective partnerships, networking and coordination between other
on-going UN WOMEN programmes, projects and activities for a more
holistic and coherent approach to program implementation.

3.Ensures facilitation of knowledge building by:
· Identifying sources of information related to policy-driven issues;
· Identifying
and synthesising best practices and lessons learnt and feeding them
back into the program within countries in the region;
· Documenting
successful initiatives that have reduced women’s powerlessness and
empowered them socially, economically and politically;
· Developing
and ensuring the implementation of annual communications and advocacy
plans and identifying and seizing strategic advocacy opportunities on an
ongoing basis;
· Contributing to knowledge networks and communities of practice;
Any other task assigned by the National Programme Manager.

|
||
The
key results have an impact on the overall CO efficiency in programme
and success in implementation of programme strategies. Accurate analysis
and presentation of information enhances UN Women position as a strong
partner. The information provided facilitates decision making of the
management.

VI. Recruitment Qualifications
|
||
Education:
|
Master’s Degree or equivalent in Public Administration, Social Sciences or related field.
|
|
Experience:
|
5
years of relevant professional experience at the national, regional or
international level on gender and climate change. Experience in RBM
management and ability to work independently. Experience in working in
coastal and drought prone areas.
Experience in
designing, managing, monitoring and evaluation of development projects.
Experience in the usage of computers and office software packages,
experience in handling of web based management systems.

Language Requirements:
|
Fluency in the UN and national language of the duty station.
|
