Partnerships Program Manager, Social Innovation Lab - Kampuchea (SILK), Cambodia

Pact is seeking a Partnerships Program Manager for an anticipated USAID-funded new media technologies project in Cambodia. This position is contingent upon award. The Partnerships Manager will be responsible for managing all aspects of SILK related to Component 1: Expand communications technology and the diversity of information available to the public by building upon mature technologies and introducing useful consumer products and services through partnerships with the private telecommunication and technology sectors. The purpose of this program is to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology/social innovation lab.

Duties and Responsibilities.
  • Manage and oversee program implementation , design, and delivery for all project activities targeted towards increased collaboration with local companies and local technology-oriented civil society organizations to develop discrete products and services for the Internet and mobile phones that will enable more effective development programs.
  • Responsible for development and management of all public-private partnerships; development and execution of implementation plans of products and services resulting from partnerships;
  • Collaborates with USAID to develop and monitor the Memoranda of Understanding with private companies;
  • Monitors the progress and implementation of activities conducted in partnership with private sector organizations; helps identify new partnerships for new innovations; and creates an atmosphere for private sector and civil society to work more closely.
  • Perform other duties as assigned.

    Reports to Chief of Party.
  • Advanced degree in ICT or relevant to the field
  • 5-7 years' experience in cultivating private-public-partnerships within the private telecommunication and technology sectors. Demonstrates strong knowledge of the local/regional telecommunications and technology market and environment, with particular focus towards development.
  • Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs, and private sector .
  • Strong communication skills, both interpersonal and written.
  • Prior experience on donor-funded projects (including USAID) a plus
  • Prior experience in Cambodia or South East Asia
  • Fluency in English required. Khmer language skills are preferred but not required.
