Setting
Under the direct supervision of the UNFPA Deputy
Representative, the International Humanitarian Programme Specialist plays a
leadership role in humanitarian preparedness and response in close coordination
with the programme team in the country office and provincial offices. S/He carries out timely and effective
humanitarian cluster coordination, ensures results based management of
contingency plan, and provides quality technical support and surge capacity to
provincial offices. S/He establishes and
maintains collaborative relationships with UNOCHA, health and protection
clusters, and counterparts in government, multi-lateral and bi-lateral donor
agencies and civil societies.

Main Tasks &
Responsibilties
Humanitarian Coordination
• Ensures adequate technical representation of UNFPA at the
health cluster and protection cluster;
• Leads the coordination of RH taskforce and GBV sub-cluster
at the national level;
• Ensures quality of these coordination mechanisms at the
provincial level through timely and quality technical support;
• Assists the Representative in representing UNFPA at the
humanitarian country team;
• Maintains smooth information flow internally with APRO and
HRB and externally with UNOCHA, health cluster and protection cluster;
Programme Coordination
• Facilitates the provincial offices to develop appeal
documents and project proposals and ensures high quality technical support;
• Facilitates the country office in resource mobilization,
especially through documenting lessons and experiences, collecting data and
carrying out researches, and preparing donor briefings, etc.;
• Assists the Deputy Representative to oversee the
accountability and results of the humanitarian programme and projects at the
provincial level;
• Facilitates the development and implementation of country
office humanitarian strategy and plan and ensures its application at the
provincial level;
• Facilitates the knowledge sharing among provincial offices
on lessons and experiences of the humanitarian response;
• Ensures timely plan and results based management of the
contingency plan of CP8 and oversees its implementation at the provincial
level, which include but not limited to, mapping of surge capacity, capacity
development of partners, and preposition of supply, etc.;

Qualifications and
Experience
• Advanced university degree
in public health, sociology, demography, gender, economics,
international relations, international development, public administration,
management or other related field
• Five years of increasingly responsible professional
experience in the humanitarian work; Part of it at international level is a
great asset and preferred;
• At least two years field experiences for humanitarian
response of RH and/or GBV;
• Great familiarity of IASC and the cluster coordination
mechanism, and practical coordination experience as cluster lead is an asset;
• Strong results based management skills and proven
coordination skills;
• Strong communications and writing skills in English;
• Proficiency in current office software applications;
• Willingness to work in non-family duty station and high
security risk environment.
• Fluency in English is required; working knowledge of
another UN language desirable.
