Description

CARE seeks a Deputy Chief of Party (DCOP) for an upcoming, four (4) year program in Bangladesh.  The program will support the strategic objective of increased access, especially by the poor, to and equitable use of essential evidence-based, high-impact population, health and nutrition services.

Summary
The Deputy Chief of Party (DCOP) is responsible for effective planning and quality implementation of Bangladesh Health Service Delivery Program (BHDP), as per agreed strategies and program plan. Working closely with the DCOP and other implementing partners, s/he will work closely with the different teams that include but not limited to program operation, technical team, advocacy, partnership, BCC, NGO financing, and NGO grant management. The DCOP will ensure the capacity building of partner NGOs that enable them to provide high impact, high quality, and client base Essential Health Services (ESP) to the un/under-served population especially poor & marginalized through appropriate local planning and rationalization of service outlets, which complement the GoB health service gaps.

Principle Responsibilities
DCOP will work closely with technical team to ensure competency based technical training for the service providers, monitoring quality of care, and performance based monitoring of ESP service provision with strong focus on reaching the poor and extreme poor as well as cost recovery for sustainability.
The DCOP will ensure community, local government and other local stake holder's participation and ownership to the BHDP through implementing proven community mobilization strategies.
DCOP will work closely with BCC team to implement innovative campaign and visibility strategies for increased utilization of NGO health services by the target populations.
DCOP will coordinate Technical Assistance (TA) supports targeting partner NGOs from different consortium members and external consultants that are need based, consistent with agreed program principles, effective and efficient.                
The DCOP will ensure establishment of monitoring and evaluation designs and its smooth implementation with relevant experts, stakeholders and partner NGOs.  
S/he will also work closely with the Knowledge Management team to ensure efficient information systems and professional documentation is produced to promote learning within and external to the Program.
S/he will facilitate effective partnership, coordination and collaboration with GoB and other organizations, especially USAID supported program to bring synergy and make them aware about BHDP program and experiences.
DCOP also representing BHDP to national and international fora.

Required Qualifications
  • A minimum of Masters-level degree in health-related area or related field; clinical degree or MPH highly desirable.
  • 15 years experience managing public health programs with significant involvement of managing program through local partner NGOs.
  • A minimum of 12 years in health service delivery projects in developing countries,including a minimum of 6 years at a senior/managerial level in large service deliveryprojects in resource-poor environments highly desired.
  • Experience working in the private sector/NGOs required.
  •  Understanding of the Bangladesh service delivery structure desirable.
  • Experience as a service provider highly desirable, preferably in Family Planning and/or
  • Maternal and Child Health.
  • 10 years experience in senior management positions in health programs.
  • Previous experience in senior management position in large USAID program a strong advantage.
  • Excellent track record of financial and program management.
  • Demonstrated success as a team builder and leader.
  • Experience with quality assurance highly desirable.
  • Strong written and spoken English required.
  • Bangla and knowledge of the region is an asset.
