October 2012 and to be completed by 31 January 2013.


1) GENERAL BACKGROUND
The project XSPX65 will create a Port Intelligence Unit (PIU) in Indonesia in order to allow an
effective response to maritime migrant smuggling. The reach of the unit will extend well beyond
its immediate location however, and through the channels for cooperation and coordination that
will be established, the unit will be able to respond to intelligence from international as well as
national sources, from border control units at land, sea and air entry points, and from criminal
police.

2) OBJECTIVES OF THE ASSIGNMENT
The primary objective of this consultancy will be to develop the National Standard
Operating Procedures (SOPs) for the operation of the Port Intelligence Unit under the
guidance and direction of the Regional Advisor (Human Trafficking). The SOPs will be
accepted as complete by the Imigrasi by the conclusion of the consultancy.
The SOPs will describe the functions of the Port Intelligence Unit and the interactions with
national and international partners.

3) SCOPE OF WORK
1. Within 10 days of commencement of the consultancy an initial draft SOP will be produced
and made available to UNODC
2. SOP will be developed over the course of the consultancy with regular input from all
participating departments of the Imigrasi
3. Accurate records of all meetings with the Imigrasi counterparts will be made and retained
4. By the end of the consultancy the SOP will be completed, agreed by all participating
departments of the Imigrasi, and endorsed for use by the Commissioner General of the
Imigrasi

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF
TRAVEL
A maximum of forty (40) working days to commence in October 2012 and to be completed
by 31 January 2013.
The consultant will work from home, covering his/her own costs. He/she will work under the
overall managerial supervision of the Regional Advisor (Human Trafficking) of UNODC.
All work is expected to be conducted in Indonesia. Some travel within the country may be
required.
Travel costs will be directly covered by the United Nations in line with the respective rules
and regulations. UNODC may arrange air tickets to the assigned locations or the individual
contractor may arrange by his/her own and the air ticket cost shall be reimbursed at actual but
not exceed the price quoted by UNODC travel agency. 80% of advance DSA will be provided
once travel authorization is approved. Travel settlement of remaining 20% DSA and other
official expenses borne during the missions will be completed after the missions.
It is understood that the incumbent would not hold the UNODC Regional Centre responsible
for any unforeseen or untoward incident during the duration of the consultancy. It is
recommended that the consultant secure his/her own insurance coverage during the conduct
of the consultancy.

5) FINAL PRODUCTS
The National Standard Operating Procedures (SOPs) for the operation of the Port Intelligence
Unit.
6) PROVISION OF MONITORING AND PROGRESS CONTROLS
The consultant will be contracted the duration specified above, and will work under the direct
guidance and technical supervision of the Regional Advisor for Human Trafficking in the East
Asia and the Pacific Region based in Bangkok.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS
Education: A Bachelor’s Degree in sociology, international relations, political science, public
administration, law and/or other social sciences related areas relevant for the assignment is
required. A Masters Degree in a related field would be an advantage.
Work Experience: At least 7 years of professional experience in a national law enforcement
agency, including several years at the international level. Extensive knowledge of and exposure to
work in the field of criminal intelligence is a requirement. Professional experience of working
with Indonesia National Police is highly desirable.

• Show sensitivity and respect towards local, cultural, political and social circumstances;
