Description
CARE Rwanda seeks an Economic Strengthening Technical Director for a $37 million, five-year, USAID-funded activity to improve and sustain the health and social wellbeing of Orphans and Vulnerable Children and People Living with HIV/AIDS, their households, and communities in Rwanda.  The overarching goal of the Improved Services for Vulnerable Populations (IVSP) program is to improve the protection of vulnerable populations against adverse circumstances.  This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on the most vulnerable populations in Rwanda.  This activity will build upon USAID support to the Government of Rwanda and civil society partners to support these vulnerable populations to access health and social services that enable them to live productive lives.
The objectives of this program include:
  • Increased capacities of families and communities to provide better care for vulnerable individuals.
  • Improved household and community care and support practices for vulnerable populations, especially children.
  • Increased access to education and social services for vulnerable populations.
International and Rwandan candidates are eligible to apply for this position.
The Economic Strengthening Technical Director will develop and implement strategies and activities to improve the economic stability of households caring for OVC.  This involves assisting families in earning and saving income, managing money, and allocating household resources to improving children’s wellness outcomes.

Responsibilities:
Develop and implement strategies for household income-generation and savings among families with OVC.

Required Skills:
  • Master's degree or higher in social sciences or social work, or a closely-related field is required;
  • Minimum of three years of experience designing, implementing and managing household economic strengthening initiatives in/for developing countries;
  • Experience in leveraging public-private partnerships is preferred;
  • Strong interpersonal, writing and oral presentation skills in English;
  • Two years of experience living or working in a developing country (desired);
  • Ability to travel in Rwanda up to 30-40%.
